About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), in partnership with the Department of Natural Resources and Mackinac State Historic Parks, is procuring construction renovation services for the Historic Mill Creek Sawmill located at 9001 US Highway 23, Mackinaw City, Michigan. The project encompasses the removal and replacement of an existing wood drop box and foundation with reinforced concrete alternatives, replacement of drop box and external sluiceway gates, installation of a pipe and ball valve in the lantern wheel, installation of plywood and membrane liners on the existing sluiceway, and repair of miscellaneous sawmill framing. Key deliverables include a 12-inch reinforced concrete drop box with 1-foot-thick concrete walls (minimum 4,500 PSI compressive strength with C-500 Xypex admixture), new timber framing with pressure-treated materials meeting UC4B specifications, slide gates with handwheel operators (48-inch by 12-inch and 24-inch by 30-inch), a 60-mil EPDM membrane liner system for the sluiceway, and salvaged historic timber cladding integrated into the new concrete structure. Qualified bidders must attend a mandatory pre-bid conference and site tour held on September 19, 2024, at 11:30 a.m. ET, provide a 5% bid security, and submit bids electronically through the SIGMA VSS website by October 2, 2024, at 2:00 p.m. ET. Questions must be submitted to Brian Miller at bmiller@macmillanassociates.com no later than September 25, 2024, at 2:00 p.m. ET. The contract period runs from November 4, 2024, to May 9, 2025, for substantial completion, with final completion by June 12, 2025, and liquidated damages assessed at $500 per calendar day for delays. All work must comply with the 2015 Michigan Building Code, include special inspections for prepared fill and concrete construction, and contractors are responsible for obtaining all necessary permits and scheduling inspections.
The procurement is subject to prevailing wage requirements under Michigan law (2023 PA 10) with hourly rates specified for multiple construction mechanic classifications in Cheboygan County as of September 16, 2024. Bidders must complete all required forms including Qualified Disabled Veteran (QDV) and Michigan-Based Business Certifications, with a 10% preference applied to QDV bids. Performance and payment bonds are mandatory for contracts exceeding $50,000, and all contractors must register with the Federal System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) prior to contract execution for compliance with State and Local Fiscal Recovery Funds reporting requirements. Post-bid submittals from the apparent low bidder must include experience modification rating documentation, project superintendent identification with resume, and a list of at least three similar completed projects with reference contact information. The project includes a $30,000 contingency allowance incorporated into the base bid, and the specific contract value has not been disclosed in the available procurement documents. All work requires contractor supervision and compliance with working hours of 6 a.m. to 6 p.m. Monday through Friday unless written permission from the Michigan Department of Natural Resources is obtained, with comprehensive insurance requirements including workers' compensation, commercial general liability, and builder's risk coverage mandatory.
