About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), in cooperation with the Department of Natural Resources, procured construction services for the Korpela to Wakefield Stateline Grade Extension Culvert & Bridge Replacement project located in Gogebic County along the Stateline Rail Trail extension between Marenisco and Wakefield. The project involved the installation and replacement of three structures across three distinct sites: an 8-foot-wide by 6-foot-tall by 24-foot-long precast concrete box culvert with wingwalls near Koskela Road; an 8-foot-wide by 5-foot-tall by 24-foot-long precast concrete box culvert with wingwalls near Pikka Road; and a 45-foot-long precast concrete bridge with a 15-foot clear width over McVichie Creek on geosynthetically reinforced soil (GRS) or L-wall abutments. Incidental work included soil erosion and sedimentation control measures, demolition, clearing, excavation, grading, riprap installation, railing installation, and trail surface restoration. The project required contractors to be responsible and responsive, evaluated on best value criteria including price and qualitative factors such as technical approach, personnel quality, and management plans, with compliance mandated for prevailing wage rates, Michigan Right-to-Know Law, nondiscrimination requirements, and environmental regulations. A mandatory prebid phone conference was originally scheduled for April 9, 2020, at 10:00 a.m. EST; electronic bids were initially due April 22, 2020, at 2:00 p.m., but this deadline was extended to July 2, 2020, due to COVID-19, with a subsequent addendum issued June 17, 2020, canceling the project entirely. Substantial completion was required by October 30, 2020, with final completion by December 4, 2020, and bidders were required to submit a five percent bid security, performance bond, and payment bond for all bids exceeding $50,000.

Qualified Disabled Veteran (QDV) businesses received a ten percent preference in bid evaluation if they met contract requirements. All bidders with contract values exceeding $100,000 were required to certify Michigan-based business status. No incumbent vendors or current contractors were identified in the procurement documents, and the project involved designing and constructing new infrastructure with no requirement for integration with existing systems. Liquidated damages of $150 per calendar day applied for delays beyond substantial completion and $100 per day for delays beyond final completion, with a $15,000 contingency allowance included for unforeseen conditions. Mobilization costs were capped at four percent of the base bid and closeout costs at six percent. The project was funded through State of Michigan appropriations; however, the procurement was canceled due to COVID-19, making the project no longer available for bidding as of the June 17, 2020 addendum.
