This is a Project Manual and Bidding and Contract Document issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, in partnership with the Department of Natural Resources for a construction project located in Wakefield, Michigan (DTMB File No. 751/20089.JBB, Index No. 5100). The project consists of three sites along the Stateline Rail Trail extension between Marenisco and Wakefield, including: Site One—installation of an 8-foot-wide by 6-foot-tall by 24-foot-long precast concrete box culvert with wingwalls near Koskela Road; Site Two—installation of an 8-foot-wide by 5-foot-tall by 24-foot-long precast concrete box culvert with wingwalls near Pikka Road; and Site Three—installation of a 45-foot-long precast concrete bridge with aggregate surface on GRS or L-wall abutments over McVichie Creek with a 15-foot clear width. Incidental work includes soil erosion and sedimentation control measures, demolition, clearing, excavation, grading, riprap installation, railing installation, trail surface restoration, and embankment restoration. A mandatory prebid phone conference was scheduled for Thursday, April 9, 2020, at 10:00 a.m. EST. Electronic bids were due Wednesday, April 22, 2020, at 2:00 p.m. Substantial completion was required by October 30, 2020, with final completion by December 4, 2020. The project is structured as a lump sum contract with base bid items and one alternate for bridge abutment system selection (L-Wall versus GRS abutments).
Bidders were required to submit a five percent (5%) bid security in the form of a certified check or bid bond. A performance bond and payment bond were required for all bids exceeding $50,000. Bidders must have been responsible, responsive, and evaluated on best value criteria including price and qualitative factors such as technical approach, personnel quality, and management plans. Qualified Disabled Veteran (QDV) businesses receive a ten percent (10%) preference in bid evaluation if they meet contract requirements. All bidders exceeding $100,000 in contract value must certify Michigan-based business status. Liquidated damages of $150 per calendar day apply for delays beyond substantial completion and $100 per day for delays beyond final completion. The contract includes a $15,000 contingency allowance for unforeseen conditions. Mobilization costs were capped at four percent (4%) of the base bid, and closeout costs were capped at six percent (6%). The project is funded through State of Michigan appropriations. Compliance with prevailing wage rates for the county, Michigan Right-to-Know Law, nondiscrimination requirements, environmental regulations, and Department of Natural Resources site-specific working conditions are mandatory. Permits obtained by the State include EGLE/USACE Joint Permit Applications; the contractor is responsible for all other required permits and approvals.
