About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division, in coordination with the Department of Natural Resources, is procuring general contracting services for construction of a Multi-Division Storage Facility located at 1732 M-32, Gaylord, Michigan. The project scope encompasses construction of a one-story pre-engineered metal building containing approximately 24,560 square feet with both heated and unheated storage spaces, interior concrete masonry unit partitions, a steel-framed mezzanine, concrete foundation and slab-on-grade, overhead and hollow metal doors, and a 20-foot-wide concrete apron on two sides. The facility will support Wildlife, Law Enforcement, Fire/Rescue Division, and Parks and Recreation Division operations. Deliverables include all labor, materials, equipment, general conditions, permits, bonds, insurance, and incidental work necessary for project completion in compliance with the 2015 Michigan Building Code, 2014 National Electrical Code, Michigan Plumbing Code, Michigan Mechanical Code, and International Fire Code. The contractor must submit a lump sum bid, maintain a detailed construction schedule, coordinate all special inspections and third-party testing, and provide as-built record drawings prior to final payment. Required qualifications include current licenses, bonding capacity, and demonstrated experience with pre-engineered metal building construction and storage facility projects. The mandatory pre-bid conference was held on March 18, 2021, via Microsoft Teams, and a non-mandatory on-site inspection was scheduled for March 22, 2021. Electronic bid submissions were due by March 31, 2021, at 2:00 p.m. local time through the SIGMA VSS website, with questions accepted until March 25, 2021. Contract award was scheduled for April 27, 2021, with a contract period of 182 calendar days from the Notice to Proceed. Evaluation criteria include best value based on price and qualitative components, with liquidated damages assessed at $400 per calendar day for delays beyond the completion date.
A ten percent preference applies to Qualified Disabled Veteran-owned businesses in the bid evaluation process. The project does not include prevailing wage requirements or Davis-Bacon Wage Rate applicability. Performance and payment bonds are required for all bids exceeding $50,000, and bidders must submit a five percent bid guarantee in the form of a certified check, cashier's check, or bid bond. The Professional Services Consultant is Sidock Group, Inc., located at 757 Wisconsin Avenue, Gaylord, Michigan, which can be contacted at (989) 705-8400 or rlawrence@sidockgroup.com for technical clarifications. Multiple pre-engineered metal building suppliers are approved as acceptable alternatives, including Nucor, Star Buildings, Chief Buildings, and Butler Manufacturing. The site encompasses 52.2 acres of open field with an existing storage yard that will be relocated by the DNR; all grubbing, backfilling, compaction, and grading remain the contractor's responsibility. No specific budget amount or incumbent contractor information was disclosed in the project documents, though the site consists of predominantly sandy soils with a recommended allowable bearing pressure of 2,000 pounds per square foot based on geotechnical investigation.
