About this opportunity

The State of Michigan Department of Technology, Management and Budget, on behalf of the Department of Natural Resources, issued Request for Proposals (RFP) 751/18360 for professional architectural and engineering services to design and administer construction of an ADA-compliant pedestrian bridge over the Little Iron River at Porcupine Mountains Wilderness State Park in Ontonagon County. The scope of work encompasses Phase 500 (Final Design), Phase 600 (Construction Administration – Office Services), and Phase 700 (Construction Administration – Field Services), with specific deliverables including pre-design kickoff meetings with on-site walkthroughs, 50% plan review meetings, 90% plan review meetings, and 100% plan verification submittals. The bridge will span approximately 63 feet from top of bank to top of bank across a stream with a 31-foot bank full width, designed for pedestrian use only with aesthetics appropriate to a wilderness setting, and will accommodate the Iron Belle Trail/North Country Trail re-route. The selected professional services consultant (PSC) is responsible for obtaining easements only for construction access to the trail bridge site, with scope limited to the bridge structure, bridge abutments, and bridge approaches extending 50 feet in each direction from the bridge, while proposed trail reroute work is explicitly excluded and will be performed by others. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) along with five hard copies and two electronic PDF copies to DTMB's Issuing Office, Attention Anne Watros, by 2:00 p.m. local time on Thursday, February 21, 2019, with written questions due by February 14, 2019 at 5:00 p.m. local time. Evaluation will be based 80 percent on the Technical Proposal and 20 percent on the Cost Proposal, and the Ad Hoc Advisory Committee will recommend a contract award within thirty days following the proposal due date, with anticipated award date of approximately April 1, 2019. Design must be 100% complete by July 15, 2019, with construction completion desired prior to winter 2019. The contract will be awarded on a not-to-exceed fee basis using billable hourly rates for professional services by classification with anticipated pay increases over the contract duration, and reimbursable expenses including printing, surveys, soil borings, laboratory testing, and travel costs over 100 miles one-way will be reimbursed at actual cost with allowable markups.

The RFP contains no identified set-aside designations for disadvantaged enterprises or minority-owned business enterprises, and no incumbent contractors are listed. The selected firm must hold a Michigan license to practice and must certify Michigan business status and responsibility credentials prior to contract award. Required compliance includes all applicable federal codes and standards administered by the EPA, OSHA, DOT, and state agencies including the Department of Community Health, Department of Environmental Quality, Department of Natural Resources, and Michigan Occupational Safety and Health Administration, as well as any applicable local regulations. Supporting reference documents provided include preliminary trail findings for the North Country Trail reroute, representative bridge design examples from comparable projects such as the Craig Lake State Park pedestrian suspension bridge, site location maps, plat maps, site photographs, and Great Lakes road stream crossing inventory data for the Little Iron River. The project construction budget is established at $226,000 with an additional contingency amount of $22,600, for a total authorized budget of $248,600, and reimbursable expenses include survey costs of $8,000, soil borings and soils analysis of $7,500, and DEQ inland lakes and streams permit application preparation and submittal of $1,000. The selected firm must maintain a complete electronic project file containing all documentation, correspondence, field orders, and RFI responses, and must provide final as-built drawings and CAD drawings to DTMB and DNR upon project completion.
