About this file
This is a Request for Proposal Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Porcupine Mountains Wilderness State Park Iron Belle Trail Pedestrian Bridge project. The addendum, issued on February 15, 2019, clarifies the scope of work for the Professional Services Consultant (PSC) and modifies project responsibilities. The PSC is responsible for obtaining easements only for construction access to the trail bridge site, with the scope of work limited to the bridge structure, bridge abutments, bridge approaches extending 50 feet in each direction from the bridge, and the construction easement itself. The proposed trail reroute work will be performed by others and is explicitly excluded from the PSC scope of work. The proposal due date is February 21, 2019. A revised topographic map is attached and delineates the preferred construction easement route, which follows an existing road and former rail grade in good condition with vegetation cleared to 8-10 feet wide from the South boundary road to the bridge site.
The addendum does not address pricing terms, set asides, incumbents, or funding sources in its content. The document serves as a clarification tool to ensure all proposers understand that easement acquisition for the broader trail route is outside the contract scope and will be handled through separate means. The attachment includes a detailed topographic map showing the project location within Porcupine Mountains Wilderness State Park, the proposed bridge location, the construction easement route, and notes regarding private in-holdings and areas to be developed post-construction by the Department of Natural Resources.
