About this file

This is a Project Statement from the State of Michigan Department of Technology, Management and Budget for the Department of Natural Resources, Parks and Recreation Division. The project involves professional architectural and engineering services for the design of a new ADA-compliant pedestrian bridge over the Little Iron River at Porcupine Mountains Wilderness State Park in Ontonagon County. The bridge will accommodate the Iron Belle/North Country Trail re-route and will be designed for pedestrian use only with aesthetics appropriate to a wilderness setting. The stream crossing spans approximately 31 feet in bank full width with approximately 63 feet from top of bank to top of bank, with the south bank rising approximately 15 feet and the north bank approximately 10 feet. The scope of work includes Phase 500, 600, and 700 design services with specific deliverables including a pre-design kickoff meeting with on-site walkthrough at park headquarters, a 50% plan review meeting, a 90% plan review meeting conducted via GoToMeeting or similar electronic format, and a 100% plan verification submittal. Design is required to be 100% complete by July 15, 2019, with construction completion desired prior to winter 2019. Proposals are due February 21, 2019, with five paper copies and five electronic versions to be submitted to DTMB Design and Construction. The contract award is anticipated on approximately April 1, 2019. No mandatory site walkthrough is required for proposal submittal, though PSC firms should visit the remote, snow-covered site as needed.

The project includes specific reimbursable expenses with established budgets: survey costs of $8,000, soil borings and soils analysis of $7,500, and DEQ inland lakes and streams permit application preparation and submittal of $1,000. The selected firm must maintain a complete electronic project file containing all documentation, correspondence, field orders, RFI responses, and communications. Final as-built drawings and CAD drawings must be provided to DTMB and DNR. The project requires compliance with all applicable federal codes and standards administered by EPA, OSHA, DOT, and state agencies including DCH, DEQ, DNR, and MIOSHA, as well as any applicable local regulations. Reference documents provided include preliminary trail findings, representative bridge design examples from comparable projects, site location maps, plat maps, site photographs, and Great Lakes road stream crossing inventory data. Questions regarding the RFP must be submitted to the listed DNR and DTMB contacts until seven calendar days prior to the proposal due date.

PROJECT DESCRIPTION/SERVICES REQUESTED

The project scope of work includes Phase 500, Phase 600, and Phase 700 Professional Architectural and Engineering services for design of a new pedestrian bridge for the Iron Belle / North Country Trail at the Michigan Department of Natural Resource’s Porcupine Mountains Wilderness State Park.

The Iron Belle / North Country Trail is proposed to be re-routed into the Porcupine Mountains Wilderness State Park much further to the east than it currently is. In order to accommodate the trail re-route, a pedestrian bridge is proposed over the Little Iron River. The location of this bridge is in Ontonagon, County, T50N, R43W, Section 11 (N 46 degrees 44.81’, W 89 degrees 38.35’). The bank full width of the stream is approximately 31’. The distance from the top of one bank to the top of the other bank is approximately 63’. The south bank is approximately 15’ high. The north bank is approximately 10’ high. Both the north bank and the south bank are approximately a 1:1 slope from top of bank to toe of bank/toe of slope.

The bridge is proposed to be ADA compliant and is intended to be used for pedestrian use only. The bridge should allow for aesthetics similar to what you would expect to find in a wilderness setting. The bridge is not proposed within the Designated Wilderness Area portion of the park.

Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget MDTMB Project Statement Form (DMB427) and MDTMB form 430.

Provide a design schedule through Phase 500 and include:

1) One pre - design kick off meeting site visit, one 50% plan review meeting, one 90% plan review meeting, and one 100% complete Phase 500 plan verification submittal shall be required. The design kick off meeting shall be held at Porcupine Mountains Wilderness State Park Headquarters building and include an on-site walkthrough of the project. The 50% and 90% plan review meetings shall be conducted by Go- To meeting or another electronic format. A 100% plan submittal to DTMB and the DNR is required for verification of the 90% plan review comments being incorporated; a formal 100% complete plan review meeting is not required. The 50% and 90% plan review will provide the DNR and DTMB 10 working days to review the plans. The 100% plan submittal will provide 5 working days for verification. Include all required agendas, documents and construction estimates per the DTMB contract. Construction completion is desired prior to winter 2019.
