About this opportunity

The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division, in partnership with the Department of Natural Resources, is procuring construction services for the Iron Belle Trail Pedestrian Bridge project located at Porcupine Mountains Wilderness State Park in Ontonagon, Michigan. The scope of work includes design and construction of one 70-foot span timber suspension bridge with stainless steel cables, treated wood deck, concrete foundations and anchor blocks, along with associated trail improvements including clearing, excavation, embankment work, riprap installation, soil erosion and sedimentation control measures, seeding, and site restoration. Bidders must submit electronically through the SIGMA VSS website by March 4, 2020 at 2:00 p.m. local time, with a mandatory pre-bid conference scheduled for February 12, 2020 at 11:00 a.m. at U.P. Engineers & Architects, 100 Portage Street, Houghton, Michigan. All questions must be submitted by February 26, 2020 at 4:00 p.m. local time. The contract period runs from May 15, 2020 to November 13, 2020, with liquidated damages of $200 per calendar day assessed for delays beyond substantial completion. Bids are evaluated based on best value criteria, considering both price and qualitative factors including technical approach, quality of proposed personnel, and management plans. Qualified contractors must possess Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence, Vehicle Liability Insurance, Worker's Compensation, and Employer's Liability Insurance, and must comply with soil erosion and sedimentation control requirements under Part 91 of Michigan's Natural Resources and Environmental Protection Act.

Contractors bidding on this project must comply with Michigan Residency Requirements, which mandate that fifty percent of workers be Michigan residents for one year prior to employment, and must adhere to Davis-Bacon prevailing wage requirements if the project is federally funded. A five percent bid guarantee is required for all submissions, and performance and payment bonds are mandatory for all bids exceeding $50,000. Certification of Michigan-based business status is required for bids exceeding $100,000. The contract documents include two addenda addressing material specifications and substitutions, including clarifications on stainless steel cable clamps, cable diameter specifications, treatment options, and contractor access across the Little Iron River, with a temporary grading and access easement granted across a 30-foot-wide corridor approximately 1,320 feet in length. While specific contract award values are not disclosed in the procurement documents, the base bid includes two provisional allowances totaling $5,000, and bids must remain valid for 60 calendar days following the bid opening date. The State reserves the right to reject any or all bids and to award based on best value evaluation.
