About this file
This is Addendum No. 1 to bidding documents for the MDNR Iron Belle Trail Pedestrian Bridge project located in Porcupine Mountain Wilderness State Park, issued by U.P. Engineers & Architects, Inc. on February 20, 2020. The addendum clarifies specifications for bridge construction, including hangar cable assemblies, stainless steel cables, and concrete anchors. Key modifications include reducing required hangar cables from four to two per location, clarifying cable specifications where location 'K' consists of a 7/16" diameter cable serving as a handrail and a 3/8" diameter cable supporting the chain-link fence top, and confirming that 4x6 kickers run the full length of the bridge on both sides. The addendum addresses contractor access across the river, noting that the DNR has applied for a permit to allow equipment crossing and bidders should assume EGLE will provide authorization; contractors desiring alternative crossing methods are responsible for obtaining permit amendments. The document specifies that Chicago Hardware and Fixture Company components or equal alternatives meeting specified working strength requirements are acceptable, and that Ronstan turnbuckles (28,000-pound working strength) are one option for concrete anchors with or equal components permitted.
Specification changes include replacing Red Loctite 272 with Loctite Blue 242 in multiple details and removing maintenance service requirements for seeding beyond the date of final completion. The addendum includes attachments comprising pre-bid meeting attendance records, presentation slides, temporary access easement documents executed by the property owner Stephanie Ann Best, and an EGLE Joint Permit Application for temporary river crossing. A temporary grading and access easement was granted across a 30-foot-wide corridor approximately 1,320 feet in length for ingress, egress, and construction of temporary access roads, with the easement terminating upon project completion.

and is hereby made a part of the bidding documents.
Bidders are required to acknowledge receipt of this ADDENDUM NO. 1 on the appropriate place on the Bid Form.
Bidder Questions and Answers
1. Question: On drawing S201, the hangar cables are shown on a schedule. Why are there 4 required for each of the A, B, C, D, E, F, G, and H? It appears only two would be required, one on each side of the bridge. Please clarify.
Answer: Only two (2) cables are required.
2. Question: On drawing S201 Detail C1, is the 3/8” on center SS cable (TYP) the “K” cable that is shown in elevation and on the cable schedule?
Answer: There are two (2) cables at location ‘K’. One is a 7/16” diameter cable that acts as a handrail and the second is a 3/8” diameter that holds up the top of the chain-link fence.
3. Question: On drawing S201 Detail C1, the 7/16 on center SS Cable above the 3/8” cable is not shown in elevation or on a schedule. Does this go full length the same as the K cable?
Answer: Yes
4. Question: On S201 Detail C5 shows a 4 x 6 kicker on the decking, on drawing S200 detail B4 it is not shown. Does the kicker go full length of the bridge on both sides? Please clarify.
Answer: Yes, the kicker is the full length of the bridge on both sides.
5. Question: How are contractors supposed to cross the river for equipment access to the other side?
Answer: The DNR has applied for a permit to allow for equipment to cross the river. Bidders shall assume that EGLE will provide a permit to allow for crossing per the attached permit application (temporary bridge or river bottom crossing). If an alternate method for crossing is desired, the bidder shall be responsible for applying and obtaining an amendment to the permit for this method.

Project Summary (Purpose and Use): Provide a summary of all proposed activities including the intended use and reason for the proposed project.
This proposed project is in conjunction with a larger project (Iron Belle Pedestrian Bridge Crossing the Little Iron River, Permit Number: WRP019903 v.1). This proposed project is for a temporary construction access crossing of the Little Iron River. Two options are selected to provide flexibility for contractors bidding the job. The first option allows equipment to cross the river with riprap placed on the banks. The second option is for a temporary concrete block supported bridge in multiple sections. The temporary crossing is necessary as there is no other access to the south side of this river. Access from the trail to the south would require crossing multiple rivers instead of just one crossing. In addition, the contractor may elect to utilize a crane to lift equipment and/or pump concrete to the south side of the river, however, not all contractors will have access to a crane.
Has the United States Army Corps of Engineers (USACE) completed either an approved or preliminary jurisdictional determination for this site?
Were any regulated activities previously completed on this site under an EGLE and/or USACE permit?
Have any activities commenced on this project?
Is this an after-the-fact application?
Are you aware of any unresolved violations of environmental law or litigation involving the property?
Is there a conservation easement or other easement, deed restriction, lease, or other encumbrance upon the property?
Are there any other federal, interstate, state, or local agency authorizations associated with this project?
Indicate the type of permit being applied for.
If you are applying for a minor project permit, which project type(s) is being proposed?
If you are applying for a general permit, which project type(s) is being proposed?

Project Construction Sequence, Methods, and Equipment: Describe how the proposed project timing, methods, and equipment will minimize disturbance from the project construction, including but not limited to soil erosion and sedimentation control measures.
The existing river is shallow at the crossing location (less than 3 deep and the bottom is a combination of rock, stone and sand. Any equipment to cross through the stream shall be washed clean of dirt and debris and shall be in good working order with no fluid leaks. Turbidity curtains shall be placed in the river for earth excavation purposes. Earth excavation, turbidity curtains and placement of rip rap is covered in the original project permit for a footbridge at this location (permit number: WRP019903 v.1). The sequencing to limit disturbance in the river for each option is listed below. Option 1 sequencing: 1. PLACE TURBIDITY CURTAIN ON NORTH BANK. 2. EXCAVATE TO PROPOSED FOOTING DEPTH. 3. PLACE GEOTEXTILE AND RIP RAP TO ELEV. 946.0' ON NORTH BANK. 4. CLEAN AND WASH EQUIPMENT, REPAIR ANY LEAKING FLUIDS. CROSS RIVER AT SHALLOW POINT ON ROCKY BOTTOM. 5. PLACE TURBIDITY CURTAIN ALONG SOUTH SIDE OF RIVER. 6. EQUIPMENT TO EXCAVATE AND PLACE RIP RAP ON SOUTH BANK. 7. EQUIPMENT TO CROSS RIVER AND RETURN TO NORTH BANK. Option 2 sequencing: 1.EXCAVATE TO PROPOSED FOOTING DEPTH ON NORTH BANK. 2. PLACE 2'x2'x4' PRECAST CONCRETE BLOCKS IN RIVER FOR SUPPORT PIERS. 3. PLACE TEMP BRIDGE SECTIONS OR MUD MATS FOR EQUIPMENT CROSSING (ONE, TWO, OR THREE SPAN) 4. EXCAVATE/ CONSTRUCT SOUTH SIDE ITEMS. 5.
REMOVE TEMPORARY BRIDGE AND SUPPORT PIERS.
Project Alternatives: Describe all options considered as alternatives to the proposed project, and describe how impacts to state and federal regulated waters will be avoided and minimized. This may include other locations, materials, etc.
The two options described in the previous section are the two options that are presented for the proposed project. There is no other viable access point to construct the foundations for this bridge. The trail to the south is inaccessible for equipment and would require multiple river and wetland crossings.
Project Compensation: Describe how the proposed impacts to state and federal regulated waters will be compensated, OR explain why compensatory mitigation should not be required for the proposed impacts. Include amount, location, and method of compensation (i.e., bank, on-site, preservation, etc.)
No project compensation is proposed due to the temporary nature of structures and crossing.
Upload any additional information as needed to provide information applicable to your project regarding project purpose sequence, methods, alternatives, or compensation.
