About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) and the Department of Natural Resources (DNR) are seeking professional services for a schematic facility development master plan for the Rockport State Recreation Area, located in Alpena and Presque Isle Counties. The project involves creating a comprehensive master plan for developing approximately 4,200 acres of land with 6 miles of Lake Huron frontage, including design elements such as a 100-site modern campground, 50-site rustic campground, 8 rustic cabins, 6 backcountry campsites, a visitor center, administrative services area, day use beach access, and trail improvements. The professional services contractor (PSC) will be required to produce multiple conceptual master plan versions, attend a public open house, incorporate feedback, and deliver final rendered plans and construction cost estimates. The RFP requires the PSC to conduct at least five meetings, including a project kick-off meeting, conceptual plan presentations, draft plan reviews, a public open house, and post-open house review. The proposal due date is September 13, 2018, at 2:00 p.m. local time, with a mandatory pre-proposal meeting and site tour previously held on August 28, 2018. Evaluation criteria will be based on technical proposals (80%) and cost proposals (20%), with an Ad Hoc Advisory Committee recommending the contract award within 30 days of the proposal due date.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded to a professional services contractor with demonstrated experience in planning and executing similar projects in compliance with local, state, and federal regulations. The compensation structure is based on billable hourly rates, with reimbursement for specific expenses such as printing, reproduction, travel over 100 miles, soil borings, site surveys, and laboratory testing. The maximum not-to-exceed contract amount for all design services is calculated to be $12,167.50, which includes professional fees and authorized reimbursable expenses. Proposing firms must submit both electronic and hard copies of their proposals, along with certifications of being a Michigan-based business and a responsibility certification. The project will require compliance with federal and state agency codes, standards, and regulations, including those from EPA, OSHA, DOT, DCH, DEQ, DNR, and MIOSHA. The master plan will serve as a guiding document for pursuing future funding and implementing phased public improvements at the recreation area.
