About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design & Construction Division, on behalf of the Michigan Department of Natural Resources Wildlife Division, is procuring construction services for the Houghton Lake Flats Wildlife Flooding Control Structure and Pump Facility Improvements project located in Roscommon County, Michigan (File No. 751/18123.DPL). This is an Invitation for Bid (IFB) construction project requiring comprehensive rehabilitation and reconstruction of the wildlife flooding control facility. The scope of work includes construction of a temporary cofferdam and dewatering operations, rehabilitation of three earthen dikes (Impoundment Dike, South Dike, and Z-Dike) through widening, reshaping, heightening, and slope restoration, aggregate surface construction, complete demolition and removal of the existing pump station and control structure, and construction of new facilities including a pump house with wet well and fiberglass enclosure, new concrete control structure with grating, handrails, debris screens, aluminum stop logs, sluice gate, and floating log boom. Bidders must be capable of managing site dewatering, environmental erosion and sediment control compliance, utility coordination, and shall provide complete operations and maintenance documentation and owner training prior to final payment. Qualifications must include Michigan State Project Registration compliance, prevailing wage compliance under Michigan PA 10 (with hourly rates ranging from $10.89 to $47.28 depending on classification), Davis-Bacon wage compliance as the project is partially federally funded, and adherence to current National Electrical Code standards, Michigan Building Code, and all applicable federal, state, and local regulations. The mandatory pre-bid conference was held on June 18, 2025, at 10:30 a.m. Eastern Time at the South Pump Station location. Bid questions were accepted until July 3, 2025, at 3:00 p.m. Eastern Time and directed to Paul Repasky at prepasky@WadeTrim.com. Bids were due July 16, 2025, at 2:00 p.m. Eastern Time via electronic submission through the SIGMA VSS portal, with substantial completion required by August 14, 2026, and final completion by August 28, 2026, subject to liquidated damages of $1,500 per calendar day for delays beyond substantial completion.
The State of Michigan applies a ten percent pricing preference for Qualified Disabled Veteran-Owned Businesses (QDVOBs) meeting applicable criteria under Public Act 91 of 2005, with eligible businesses required to submit documentation including DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability, proof of business ownership with 51 percent or more ownership by one or more veterans with service-connected disability, and/or NVBDC certification; the State does not accept federal CVE database or SBA VetCert certifications. No incumbent vendors or current contractors are identified in the procurement documents. The project requires compliance with federal "Buy America" provisions mandating the use of American Iron, Steel, Manufactured Products, and Construction Materials for infrastructure components as a condition of federal funding eligibility. Contractors must submit a five percent bid guarantee in the form of certified check, cashier's check, or bid bond, with all bids over $50,000 requiring performance and payment bonds; Builders Risk Insurance is not required per Addendum No. 02. Contractors must register with the Federal System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI) prior to contract execution. Electronic submissions must be limited to a maximum of two attachments (each under 25 MB), with one containing bid documentation and the other reserved for Qualified Disabled Veteran information if applicable. The bid price must include mobilization capped at four percent, contingency allowance of $40,000, and closeout procedures at six percent, with the State retaining the right to reject any or all bids and award to the responsive and responsible best value bidder; no specific contract award value or budget range is disclosed in the procurement documents.
