About this file

This is a Construction Bid Addendum issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division, for the Houghton Lake Flats Wildlife Flooding Control Structure and Pump Facility Improvements project in Roscommon County, Michigan (File Number 751/18123.DPL). The project is being managed by Wade Trim, Inc., with David Lenz as the Project Director. The bid opening date is July 16, 2025, with work unable to commence until after November 3, 2025. Questions from bidders are accepted until July 3, 2025, at 3:00 pm. The addendum clarifies key project requirements including that the Houghton Lake Dam is the only structure controlling water level, the EGLE permit is anticipated to be extended for two years, dewatering is permitted, and in-house QC testing is acceptable. All bidders must acknowledge this addendum in their bid submission, and the addendum becomes part of the contract documents upon incorporation.

The addendum specifies that electrical utility work costs shall be included in the Pay Item Pump House Mechanical and Electrical, with mobilization paid in accordance with Section 01 2200 Unit Prices. An approved equal manufacturer for aluminum stop logs and lifting devices is identified as MJ Hick, Inc. (989.345.7610). The existing motor and pump must be salvaged to the Owner, and Builders Risk Insurance is required for the project. The addendum also designates an MJ Hick, Inc. contact and updates the MDNR-Wildlife Division contact from Mark Boersen to Brandy Dybas-Berger. Additionally, the addendum deletes references to Alternative Deduct #1 (Eliminate Axial Pump from Scope) from multiple construction note sheets and removes Alternative Deduct #2 from mechanical notes. All bids must include a completed Asbestos Abatement Attestation sheet as a separate submission, with options provided for contractors self-performing work or nominating approved sub-contractors.
