About this opportunity
The State of Michigan, Department of Technology, Management and Budget (DTMB), State Facilities Administration is procuring construction services for septic field improvements at the Rifle River Recreation Area in Lupton, Michigan (Project File 751.18121.MAA). This is a competitive sealed bid procurement requiring the design and construction of a new 6,090 square-foot absorption field with a pressure distribution network, including installation of 15 perforated 2-inch Schedule 40 PVC laterals, a 6-inch Schedule 80 PVC force main, sanitary valves, monitoring wells, and associated site work including demolition, grading, drainage control, and restoration. Deliverables include inspection and repair of two existing siphons with a $5,000 allowance for confined space entry work, installation of a siphon counter system with a Fluid Dynamics Trumeter 6300 counter, establishment of groundwater monitoring wells with laboratory testing, and comprehensive soil erosion and sedimentation control measures including silt fencing and permanent seeding. The project must be completed within the Notice-to-Proceed through May 19, 2023, with liquidated damages of $500 per calendar day for delays beyond substantial completion. A mandatory pre-bid conference and site tour was held on September 16, 2022, at 11:00 AM ET, with electronic bid submissions required through the SIGMA VSS website with bid opening on October 5, 2022, at 2:00 PM ET. Bidders could submit questions until September 23, 2022, at 4:00 PM ET. Evaluation criteria include technical approach, quality of proposed personnel, and price, with the contract being awarded to the responsive and responsible best value bidder from the three lowest qualified submissions. All contractors must comply with Michigan Occupational Safety and Health Act (MIOSHA) regulations, prevailing wage requirements, soil erosion and sedimentation control standards, and Michigan residency requirements (fifty percent of workers must be Michigan residents for at least one year unless exceptions apply).
Performance and payment bonds are required for all bids exceeding $50,000, and all bid submissions must include a five percent (5%) bid guarantee payable to the State of Michigan. Bids exceeding $100,000 require completion of the Certification of Michigan Based Business form. Qualified Disabled Veteran (QDV) bidders meeting contract requirements receive a ten percent (10%) preference applied to their bid for evaluation purposes. Contractors receiving State and Local Fiscal Recovery Funds (SLFRF) must register with the Federal System for Award Management (SAM) prior to contract execution and obtain a Unique Entity Identifier (UEI) number. The project is subject to federal provisions including Davis-Bacon prevailing wage requirements, the Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act standards (for contracts exceeding applicable thresholds), and Byrd Anti-Lobbying Certification requirements for purchases exceeding $100,000. No specific incumbent vendors or budget range is provided in the project documentation; however, the contract award deadline is November 24, 2022. Technical assistance for SIGMA VSS submissions is available through the SIGMA Help Desk at 888-734-9749 or sigma-procurement-helpdesk@michigan.gov, with project documents also obtainable through C2AE at 616-304-0652 or erik.cronk@c2ae.com.
