About this opportunity
The State of Michigan, Department of Technology, Management and Budget, Design and Construction Division, on behalf of the Department of Natural Resources, is procuring construction services for breakwall repair work at the DeTour State Harbor Boating Access Site located at 600 Ontario Street in DeTour Village, Michigan. The scope of work encompasses the removal of an existing failing timber bulkhead wall, repair of the breakwall slope with armor stone revetment, and construction of an ADA-compliant stone walking path. Associated deliverables include installation of soil and erosion control measures, removal of impeding trees and vegetation, grubbing and grading of the breakwall embankment, stone revetment installation using MDOT Heavy RipRap with stones ranging between 600 and 800 pounds at minimum cover stone thickness of 1.7 feet, stone walking path construction using compacted 26A stone, and site restoration including topsoil placement, seeding, and mulch application. All contractors must comply with prevailing wage rates for Clare County, maintain compliance with Michigan Occupational Safety and Health Act requirements, carry comprehensive insurance coverage including commercial general liability with a limit of not less than $1,000,000 per occurrence and pollution liability insurance of not less than $1,000,000 per occurrence, and ensure that fifty percent of persons employed are Michigan residents for not less than one year. The mandatory pre-bid conference and site walkthrough was scheduled for December 2, 2019, at 1:00 PM local time at the DeTour State Harbor Headquarters Building, with a backup date of December 9, 2019. Written questions were required to be submitted by December 11, 2019, at 1:00 PM local time, with electronic bids due December 18, 2019, at 2:00 PM local time through the SIGMA VSS website. Substantial completion of all work is required by June 15, 2020, with final completion required by July 1, 2020, with liquidated damages assessed at $500 per calendar day for work not substantially completed by June 15, 2020, and $250 per calendar day for work not fully completed by July 1, 2020.
Contractors must acknowledge receipt of all addenda on the Bid Summary form and submit a bid security of five percent of the base bid amount in the form of a certified check, cashier's check, money order, or bid bond. For contracts exceeding $50,000, both a performance bond and payment bond are required. The project is authorized under the U.S. Army Corps of Engineers Nationwide Permit 13 for Bank Stabilization and the Michigan Department of Environment, Great Lakes and Energy joint Regional General Permit (File Number LRE-1986-163613-C19), and all required permits from the Michigan Department of Natural Resources, Parks and Recreation division have been obtained. A one-year warranty covering defects due to faulty materials or labor applies to the stone pathway, excluding damage from exposure conditions exceeding normal use. The project includes a provisionary allowance of $10,000 for contingencies. While no specific award value is stated in the procurement documents, the project scope, bonding requirements, and insurance coverage requirements suggest a substantial construction contract likely exceeding $50,000, with the complete project budget to be determined based on bid responses.
