About this opportunity

The State of Michigan Department of Technology, Management and Budget, in coordination with the Department of Natural Resources, is procuring construction services for the replacement of septic drain field systems at Ludington State Park (File No. 751/15076.JAN). The project scope encompasses the removal and disposal of existing drain fields at Back Beechwood and Front Beechwood campground sites (approximately 1,960 tons of material), the installation of new pressurized drain fields at those locations, replacement of septic tanks, removal and replacement of pumps, dosing stations, and controls, and the construction of an entirely new septic system with drain field, tanks, dosing station, and force main at the Hamlin Day Use area (approximately 1,850 linear feet of force main piping). Key deliverables include site restoration and compliance with all federal, state, and local environmental regulations, soil erosion and sedimentation control standards, and safety requirements. The mandatory pre-bid conference and site inspection was held on July 23, 2018, at 11:00 a.m. at Ludington State Park Headquarters Building, with bidder questions accepted until July 26, 2018, at 2:00 p.m. Electronic bids were due on August 8, 2018, at 2:00 p.m., with anticipated contract award on August 24, 2018, and construction scheduled to commence October 1, 2018, with project completion required by May 3, 2019. Liquidated damages are assessed at $500 per calendar day for delays beyond the completion date. The contract requires a 5% bid guarantee, and performance and payment bonds are mandated for all bids exceeding $50,000.

Bidders must be certified as Michigan-based businesses if the contract value exceeds $100,000, and qualified disabled veterans receive a 10% preference if they satisfy all requirements. Prevailing wage requirements do not apply to this project. The contract structure includes six line items with pricing organized around mobilization, removal and disposal of existing drain fields by ton, and three complete lump sum septic systems for different locations plus force main installation by linear foot. Commercial General Liability insurance coverage of not less than $1,000,000 per occurrence and pollution liability insurance of $1,000,000 per occurrence are required. No alternates are available for this project. While no incumbent vendor information is provided in the contract documents, bidders must acknowledge receipt of Addendum No. 1, issued August 2, 2018, which clarifies specifications including Schedule 40 PVC for drain field piping, four-float switch level control systems with intrinsically safe relays, and procedures for abandonment of existing sanitary manholes and septic tanks in place. A mandatory $5,000 contingency allowance must be included in the base proposal, with unused allowances to be deducted through contract change order.
