About this file
This Addendum No. 1, issued August 2, 2018, modifies the original bid documents for the Ludington State Park Campground Septic Drain Field Replacement project, a joint initiative between the State of Michigan's Departments of Technology Management and Budget (DTMB) and Natural Resources (DNR). The project encompasses the removal and replacement of existing drain fields at Back Beechwood and Front Beechwood campground sites, along with the construction of a new pressurized drain field for the Hamlin Day Use area. Work includes removal of existing controls, pumps, dosing stations, and septic tanks, with new tanks and equipment to be installed at each location. A mandatory pre-bid meeting was held on July 23, 2018, at 11:00 a.m. at Ludington State Park headquarters, with minutes and a sign-in sheet provided as enclosures. Electronic bids were due on August 8, 2018, at 2:00 p.m., with contract award anticipated on August 24, 2018. Construction is scheduled to commence on October 1, 2018, with project completion required by May 3, 2019.
The addendum clarifies key project specifications, including a mandatory $5,000 contingency allowance to be included in the base proposal, with provisions that unused allowances will be deducted through contract change order. Drain field lateral and header pipe shall be Schedule 40 PVC, and a four-float switch level control system with intrinsically safe relays is required for electrical control stations. Existing sanitary manholes and septic tanks are to be abandoned in place rather than removed, with specific procedures outlined for abandonment and site restoration. Prevailing wages are not required for this project. Groundwater is anticipated at the site, necessitating extended bases on all tanks per contract specifications. No alternates are available, and bidders were required to acknowledge receipt of this addendum on the Bid Summary Form.

b) Control panel as called out on the drawings is correct; a four float system is required.

A. Beechwood will be closed during construction, the gate will be locked therefore no traffic control required inside Beechwood. Hamlin Day Use will be in use so barrels and fencing will be necessary near construction site.
c) Q. Is groundwater going to be present, if so are extended bases required on the tanks?
A. Groundwater is anticipated to be present for installation of septic tanks and dosing station tanks. Extended bases are required on all tanks per Section 333600.
