About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) seeks bids for Bid Package 6 of the Dollar Bay to Lake Linden Trail restoration project (File No. 751/14068.TAP), a federally funded trail rehabilitation initiative in Lake Linden, Michigan, located in Houghton County. This construction procurement encompasses comprehensive trail restoration work including clearing of 1.77 acres, removal of existing drainage infrastructure, restoration of washouts, installation of new culverts (ranging from 18 to 72 inches in diameter), aggregate surface placement, stream bed restoration, bypass pumping and dewatering operations, and coordination with utility companies to reopen the motorized trail. The 34 line-item scope of work includes culvert removal and installation in multiple size classes, erosion and sedimentation control measures, riprap placement (727 square yards), slope restoration (5,892 square yards), and site stabilization across approximately 40 stations with work spanning from station 81+02.00 to station 15+50.00. Contractors must comply with 2020 MDOT Standard Specifications for Construction, Michigan Part 91 Soil Erosion and Sedimentation Control regulations, Davis-Bacon prevailing wage requirements (as the project is funded through State and Local Fiscal Recovery Funds), and Water Resources Protection Permit WRP035615 conditions issued by the Michigan Department of Environment, Great Lakes, and Energy. Required qualifications include submission of a 5% bid guarantee, performance and payment bonds for bids exceeding $50,000, proof of Experience Modification Rating, project superintendent credentials, three similar project references, subcontractor lists by division, Michigan business status certification, and qualified disabled veteran status certification where applicable. All bids must be submitted electronically through the SIGMA VSS website by Wednesday, January 18, 2023, at 2:00 p.m. Eastern Time, with substantial completion required by November 10, 2023, and final completion by June 30, 2024. A mandatory pre-bid meeting was held on December 2, 2022, at 9:00 a.m. via Zoom, and questions were accepted until 12:00 p.m. on January 11, 2023. Liquidated damages are assessed at $500 per calendar day for delays past substantial completion and $250 per day for delays past final completion.
Contractors must be registered with the Federal System for Award Management (SAM) and possess a Unique Entity Identifier (UEI) prior to contract execution. Michigan-based business status certification is required; qualified disabled veteran-owned business enterprises may receive consideration for set-aside designations. All surety companies must be authorized to do business in Michigan, listed on the U.S. Department of the Treasury Circular 570, and maintain at least an A.M. Best Company rating of A with Class VII or better financial size category. No incumbent vendors or existing contract holders are referenced in the bid documents; however, the project must integrate with existing infrastructure, including an 8-foot by 8-foot box culvert with an approximate bury depth of 54.8 feet and existing stream channels that require naturalization. The base bid includes a $40,000 provisionary allowance for work of uncertain scope to be authorized by change order, and the bid package encompasses three alternate items not detailed in the summary documents. Contractors assume full responsibility for erosion and sedimentation control maintenance throughout construction, including weekly inspections and repairs, with any regulatory violations or fines becoming the contractor's financial obligation. The contract value is not specified in the advertised documents; however, bidders must price all 34 line items based on unit rates and quantities provided in the specifications. All work is subject to environmental permitting conditions, utility coordination requirements managed by the Michigan Department of Natural Resources, and restrictions on weekend work without written permission to minimize interference with boating access operations.
