About this file
This is a Water Resources Protection Permit (WRP035615 v.1) issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), Water Resources Division, in coordination with local township clerks in Houghton County, Michigan. The permit authorizes repair and replacement of culverts, naturalization of stream channels, and cleaning of culverts at multiple trail segments along the Lake Linden Trail spanning Osceola, Schoolcraft, and Torch Lake townships. The permitted work affects tributaries to the Keweenaw Waterway and is managed by Matt Torreano of the Michigan Department of Natural Resources. The permit was issued on November 4, 2022, with an expiration date of November 4, 2027, providing a five-year authorization period with no extensions available. All work must be completed within this timeframe or a new permit must be obtained.
The permit establishes comprehensive conditions for project execution, including requirements for temporary channel management during construction, culvert installation specifications aligned with existing stream centerlines, erosion control measures with riprap and sedimentation controls, and stabilization of all disturbed slopes and raw areas. The permittee is responsible for obtaining all necessary easements and rights-of-way, complying with soil erosion and sedimentation control requirements through the County Enforcing Agent, and adhering to fish spawning and migration timelines established by the Michigan Department of Natural Resources. Construction must occur during dry periods or on equipment mats to prevent soil compaction. All dredged materials must be disposed of in upland sites outside floodplains and wetlands. The permit requires contractors and subcontractors to review and comply with all permit terms, plans, and specifications, with the permit placard displayed prominently at the work site throughout project duration.
