About this opportunity
Texas Tech University Health Sciences Center is requesting proposals for collections services related to Medical Practice Income Plan operations, with proposals due July 14, 2026, at 4:30 p.m. Central Time (extended from July 6). The scope covers collection procedures including telephone contact, mail efforts, and skip tracing for unpaid accounts referred by TTUHSC's Lubbock Campus location.
Pricing is contingency-based on a percentage fee applied to amounts actually collected across three categories: self-pay, third-party payor (insurance recovery), and secondary bad debt. TTUHSC does not commit to a minimum volume or account type. As of first quarter 2026, primary monthly placements average 7,522 accounts valued at $1.41 million, with an average balance of $226.41 and average age of 177 days from service date. If a vendor other than the incumbent is selected, secondary placements totaling $14.3 million comprising 67,547 accounts (average age 191 days) are anticipated at contract startup on September 1, 2026.
The contract begins upon execution and expires August 31, 2030, with two optional twelve-month renewal periods. Place of performance is TTUHSC's Lubbock Campus location. The awardee must maintain a $250,000 performance bond, carry general liability insurance of $2 million, and comply with Title IV of the Higher Education Act, FERPA, GLBA, and HIPAA. TTUHSC personnel located outside the United States are not authorized to access protected health information via VPN; PHI access, storage, and disclosure beyond U.S. boundaries are not permitted. A current SOC 2 Type 2 audit report with an unqualified opinion is required.
Evaluation criteria are weighted as follows: proposer's fee for services (25%), experience with Epic background and performance (35%), collection procedures (20%), and technology and value-add services (20%). TTUHSC reserves the right to reject any or all proposals and to reissue the RFP if fewer than three proposals are received. The contract is non-exclusive. No HUB subcontracting goal is required. Proposals must include the Execution of Offer, VetHUB Subcontracting Plan, and Addenda Checklist.
