About this file
This is a Request for Proposals (RFP) issued by the Texas Tech University Health Sciences Center (TTUHSC) for collection services related to Medical Practice Income Plan (MPIP) Operations. The RFP seeks a qualified contractor to provide comprehensive collections services for unpaid accounts referred by TTUHSC at its Lubbock Campus location. The contractor will be responsible for implementing efficient collection procedures including telephone calls, mail efforts, and skip tracing to achieve maximum debt recovery. The proposal submission deadline is July 6, 2026 at 4:30 PM Central Time, with proposals to be submitted either online through the TechBid system or by mail to the TTUHSC Purchasing Office. The anticipated contract term begins upon execution and expires on August 31, 2030, with TTUHSC retaining the right to extend the term for two additional twelve-month periods. The evaluation timeline runs from July 6 through August 31, 2026, and TTUHSC may conduct oral presentations with selected proposers. Written questions from interested parties must be submitted by June 22, 2026.
Pricing for services will be based on a percentage fee structure applied to amounts collected in three categories: self-pay, third-party payor (insurance recovery), and secondary bad debt. The RFP does not commit TTUHSC to any minimum volume or type of accounts. All proposals must include completion of required appendices including the Execution of Offer, VetHUB Subcontracting Plan, and Addenda Checklist. Evaluation criteria are weighted as follows: proposer's fee for services (25%), experience with Epic background and performance (35%), collection procedures (20%), and technology and value-add services (20%). The successful contractor must maintain a performance bond of $250,000, carry specified insurance coverages including general liability of $2,000,000, and comply with all federal regulations including Title IV of the Higher Education Act, FERPA, GLBA, and HIPAA requirements. TTUHSC reserves the right to reject any or all proposals and to reissue the RFP if fewer than three proposals are received. The contract is non-exclusive, and TTUHSC may enter into agreements with other parties for similar services.

SECTION 1
GENERAL INFORMATION
1.1 Introduction
The Texas Tech University Health Sciences Center (“TTUHSC”), a part of the Texas Tech University System, seeks proposals from qualified firms for Collections Services for MPIP Operations (the “Services”). The Services are more specifically described in Section 5.4 entitled Service Specifications.
1.2 Description of Texas Tech University Health Sciences Center
TTUHSC has as its major objectives the provision of quality education and development of academic, research, patient care, and community service programs to meet the health care needs of West Texas, which in total is comprised of 108 counties and represents 50% of Texas’ land mass and 11% of its total population. This 131,000 square mile service area and population of 2.7 million has been, and remains highly underserved by health professionals and accessible health care facilities, despite the substantial and meaningful contribution made by our institution. While education of students and residents remains the primary focus of the institution, there has been an important impact on the health status of West Texas.
Please visit the campus web sites for more information:

1.3 Group Purchasing Authority
Texas law authorizes institutions of higher education (defined by Section 61.003, Education Code) to use the group purchasing procurement method (ref. Sections 51.9335, 73.115, and 74.008, Education Code). Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Proposer under this RFP.
1.4 TTUHSC’s Right to Reject
This RFP does not commit TTUHSC to select a proposer or to award an agreement to any proposer. TTUHSC reserves the right to accept or reject, in whole or in part, any proposal it receives pursuant to this RFP. Proposals which are qualified with conditional clauses or alterations or items not called for in the RFP documents, or irregularities of any kind, are subject to disqualification by TTUHSC at its option. If TTUHSC receives fewer than three proposals, TTUHSC has the right to reissue this RFP in order to gain additional competitive proposals.
