About this file
This is Addendum No. 2 to Request for Proposals 739-SL3808100 issued by Texas Tech University Health Sciences Center (TTUHSC) for Collections Services for MPIP Operations, containing responses to sixteen participant questions submitted during the proposal process. The RFP seeks a contractor to provide medical collections services for patient accounts, including self-pay accounts, third-party payor/insurance recovery, and secondary bad debt placements. The addendum clarifies critical operational parameters, including that the anticipated forward flow for Epic system charges is 120-190 days, and that proposers may identify specific proposal sections they believe qualify for protection under Texas Public Information Act exceptions, which will be submitted to the Attorney General's office for review if requested.
Pricing for collection services will be calculated as a contingency fee based on actual recovered amounts remitted to TTUHSC, with no collection fees added to patient account balances prior to placement. Direct payments made to TTUHSC on placed accounts are subject to the contractor's contracted fee and will be reported through scheduled update files. TTUHSC will not authorize contractor personnel located outside the United States to access Protected Health Information via VPN, nor will it authorize PHI access, storage, or disclosure beyond U.S. boundaries. As of the first quarter 2026, average primary account placements total approximately 7,522 accounts monthly valued at $1,410,880.00, with an average account balance of $226.41 and average age of 177 days from date of service. If a vendor other than the incumbent is selected, secondary placements totaling approximately $14.3 million comprised of 67,547 accounts with an average age of 191 days are anticipated at contract startup on September 1, 2026. There is no required HUB subcontracting goal for this procurement, and a current SOC 2 Type 2 audit report with an unqualified opinion is required.

RESPONSE TO QUESTIONS
The following responses to participant questions are fully incorporated into the Request for Proposals 739- SL3808100.
Question TTUHSC Response
1. Epic ATB: What is anticipated EPIC system forward flow/ATB?
• Anticipated forward flow ATB for Epic charges would be between 120 – 190 days.
2. Audit: Section 5.3, Collection Procedures, requests “a copy of the Proposer’s Third-Party Servicer Audit.” Please confirm whether a current SOC report will satisfy this requirement, or whether TTUHSC requires a specific Third-Party Servicer Audit.
• If providing a SOC report, it must be a SOC 2 Type 2 report that covers the following trust services criteria: Security, Availability, Processing Integrity, Confidentiality, and Privacy. Must be current with a “unqualified” opinion by the auditing firm.
3. Confidentiality: Section 1.5.3 states that, upon execution of a final agreement, TTUHSC will consider proposal materials submitted in response to the RFP to be non-confidential and non-proprietary and subject to public disclosure under the Texas Public Information Act, while also noting that proposers will be advised of public information requests implicating their materials and may raise objections to disclosure to the Texas Attorney General. Please confirm whether proposers should refrain from marking proposal content as confidential/proprietary, or whether TTUHSC permits proposers to identify specific portions of the proposal that the proposer believes may be subject to protection under applicable Texas Public Information Act exceptions.
4. It is permitted to mark sections of the Proposal that Proposer intends to assert an exception to the TPIA applies. If the Proposal is requested under TPIA, the sections so marked will be submitted to the AG’s office for review and it will be the responsibility of the Proposer to brief on any asserted exceptions.
5. HUB subcontracting: Please confirm whether TTUHSC has established a specific HUB subcontracting goal percentage for this procurement and whether any preferred subcontracting categories apply.
• There is no required HUB subcontracting goal for this procurement;
bidders may complete the HUB Subcontracting Plan as self-performing.
6. Location: Please confirm whether TTUHSC will consider granting express written authorization for Contractor personnel located outside the United States to access TTUHSC PHI via secure VPN into U.S.-hosted systems, provided no PHI is stored, transmitted, or maintained outside the United States and all security, privacy, and risk requirements are satisfied.
• We would not consider granting this authorization.
7. Access: Please confirm whether Contractor personnel will be provided access to TTUHSC systems, including Epic Resolute or other applicable patient financial/billing systems, to perform required account work such as balance validation, account updates, activity documentation, and generation of borrower/debtor account statements.
• Direct access to TTUHSC systems to print itemized statements is not currently provided but may be considered.
8. Recovery: Please clarify whether the 3rd Party Payor/insurance recovery category includes full billing, claims follow-up, and appeals activity, or whether it is limited to identification of coverage and referral back to TTUHSC.
• At this time, 3rd Party Payor category would be limited to identification of coverage not previously known to TTUHSC, which may then be billed by TTUHSC staff.
9. Backlog: For each pricing category, please provide average balance, account age at placement, account count, and total dollars placed for the most recent 12-month period available.
• Per data available as of 1Q 2026 (primary placements):
Average primary account balance: $226.41 Average age at placement from date of service: approximately 177 days (current average age of active inventory with vendor: approximately 191 days) Monthly average number of accounts (13-month): 7,522 Monthly average total dollars placed (13-month): $1,410,880.00 Active inventory with incumbent as of 1Q 2023: $14,253,149.52 Figures reflect primary A/R and are not separately broken out by additional pricing categories.
10. Will TTUHSC be open to providing express written authorization to permit the Business Associate to access, store, share, maintain, transmit, use, or disclose PHI in any form via any medium with any entity or person, including the Business Associate's employees and Subcontractors, beyond the boundaries and jurisdiction of the United States?
Reference: RFP Appendix A, Exhibit A (BAA), §1.10.11; RFP Sections 5.2, 5.4
• No
11. Does TTUHSC add any late fees, interest charges, or other financial penalties to a patient account balance at any stage of delinquency prior to placement with the Contractor? If so, please describe how those additions are reflected in the account balance forwarded to the Contractor at placement.
Reference: RFP Section 5.4, Appendix A §B.9
• No
12. Does TTUHSC intend for collection fees to be added to each patient account balance prior to placement, or will the Contractor's contingency fee be calculated only on amounts actually recovered and remitted to TTUHSC?
Reference: RFP Section 6 (Pricing Schedule), Appendix A §B.8 (Rider 200)
• Contractor’s fee would be calculated based on actual recovered amounts.
13. In the event a patient or debtor makes a payment directly to TTUHSC after an account has been placed with the Contractor — what we refer to as a direct pay — how does TTUHSC intend to report those payments to the Contractor, and will the Contractor's contracted fee apply to amounts collected in this manner?
Reference: RFP Appendix A §B.8
• If a direct payment is made to TTUHSC on amounts already placed with Contractor, reporting would be made through scheduled Update files, and the contracted fee would be applicable to these collections.
14. Will accounts currently placed with and actively being worked by the incumbent Contractor be recalled and transferred to the newly awarded Contractor at the contract start date of September 1, 2026? If so, can TTUHSC provide an estimate of the number of accounts and approximate dollar volume expected to be transferred as a startup placement?
Reference: RFP Sections 2.4, 5.4; Appendix A §B.16
• Accounts actively being worked by the incumbent are not anticipated to be recalled; however, if a vendor other than the incumbent is selected, secondary placements should be expected at startup.
For reference, active inventory with the incumbent as of 1Q 2026 was $14,253,149.52.
15. Please provide historical annual placement volume and dollar value for each pricing

category: Self-Pay, 3rd Party Payor/insurance recovery, and Secondary Bad Debt.
All placement from reported 13 month period consists of TTUHSC A/R for unpaid patient share for both insured and uninsured.
16. Please confirm whether there will be any existing accounts or backlog inventory transferred at contract start. If so, please provide the expected account count, dollar value, age distribution, and category mix for the initial placement.
• If a vendor other than the incumbent is selected, secondary placements should be expected.
Active inventory with the incumbent as of 1Q 2026 was $14,253,149.52 comprised of approximately 67,547 accounts with a current average age of active inventory of approximately 191 days and consists of A/R for unpaid patient share for both insured and uninsured patients.
