About this opportunity
Santa Fe Trails is pursuing a sole-source procurement for transit operations subscription software (70-M0087-26-CP364) with a proposal due date of September 21, 2026. The procurement is restricted to TripMaster and Passio solutions offered by Transit Technologies under CTS Software; the justification cites integrated functionality and data architecture that cannot be replicated through multiple third-party systems without significant additional cost, risk, and complexity.
The scope encompasses scheduling, dispatching, vehicle tracking, vehicle maintenance, passenger payment, and self-service booking capabilities across demand response, microtransit, and fixed-route services. TripMaster modules include TripScheduler, ParaScope driver application, pre- and post-trip inspections, trip reminders, Where's My Ride real-time tracking, vehicle maintenance tracking, rider portal, fare collection (TripPass), map overlays, auto seat assignment, and an Intelligent Voice Agent. Passio provides fixed-route CAD/AVL, National Transit Database reporting, automatic passenger counters, onboard Wi-Fi and cellular services, and portable mobile data terminals. The system must be hosted on Microsoft Azure with 99.9% uptime guarantee, 15-minute database backups, and hourly full-system backups.
The monthly subscription cost is $21,313.22 USD with no one-time upfront fees, covering 51 vehicles and 20 user licenses. Monthly charges include base vehicle fees, licensing, module optimization, tablet applications, trip reminders, tracking, maintenance, portal, fare functionality, map overlay management, and Intelligent Voice Agent services. Fixed-route add-ons include Passio GO CAD/AVL GPS, NTD reporting, automatic passenger counters, and onboard Wi-Fi management. The agreement provides a one-year initial term with automatic annual renewal unless either party provides 30-day written notice of non-renewal. Payment terms are net 15 days via ACH. CTS Software provides all software, hosting, training, maintenance, and support; Santa Fe Trails must supply space, power, network connectivity, high-speed internet, and hardware. The cost proposal quote is valid through August 31, 2026.
Opportunity text
Santa Fe Trails is requesting a sole source procurement for a software system that supports scheduling, dispatching, vehicle tracking, vehicle maintenance, passenger payment and self-service booking options. The TripMaster and Passio solutions complements this by offering a robust suite of transit operations tools, including fixed route management, on-demand/microtransit services, and demand response capabilities for safety, monitoring, and operational insight. The combination of these solutions under a single vendor provides a level of integration that cannot be replicated through multiple third-party systems without significant additional cost, risk, and complexity.
