All bidders must be prequalified with completed SAM.gov registration and active Michigan state licensing prior to bid opening.

The scope covers installation of a 95% efficient forced air gas-fired furnace with AGA label certification compliant with Michigan Mechanical Code and NWAHA standards; replacement of the existing air conditioning unit with a new high-efficiency model; and installation of a new high-efficiency water heater in accordance with applicable building codes including Michigan Plumbing Code, NFPA 70, International Fuel Gas Code, and International Mechanical Code. The furnace work requires proper ductwork design with supply and return air provisions, register placement per code, duct insulation, and installation of a new thermostat and filter rack. The contractor is responsible for all necessary labor, materials, equipment, permits, and fees to complete the work. Site access is available by contacting the homeowner, Deborah Keena, at 517-262-9620; no pre-bid meeting will be held.

Awards are made to the qualified lowest responsive bidder on a lump-sum basis. The contractor must execute a Construction Contract for Rehabilitation of Residential Property with the homeowner and provide an 18-month warranty covering labor and materials. Comprehensive Commercial General Liability insurance with minimum $300,000 bodily injury per occurrence and $500,000 aggregate coverage is required for projects under $50,000. The contractor must obtain all required permits, coordinate inspections with the Housing Rehabilitation Specialist, and complete lead clearance testing if applicable before occupant return. Proposals remain valid for 90 days after opening. The contractor must execute the award contract within 10 days of notification. Labor and Material Payment Bonds, Performance Bonds, and Maintenance and Guarantee Bonds are required. Compliance with the City of Jackson's Contract Compliance Policy and Equal Employment Opportunity requirements, including nondiscrimination and affirmative hiring provisions, is mandatory.
