About this opportunity

The City of Jackson Community Development Department is requesting sealed bids for foundation work, foundation wall repair, gutterwork, and steps at 626 N East Street, with bids due July 30, 2026 at 9:00 a.m. Contractors must complete SAM.gov registration prior to bid submission, hold active Michigan state licensure, and obtain all required permits — eligibility gates that filter the field.

The scope comprises four lump-sum line items: general foundation work involving concrete removal and limestone fill along the north exterior; foundation wall repair including mortar replacement and cement coating across approximately 100 square feet; installation of approximately 220 linear feet of 5-inch K-type aluminum gutter and 80 linear feet of downspout with minimum .027-inch aluminum thickness and 30-inch on-center hanger spacing; and new precast concrete steps with wrought iron handrail on concrete footers. All labor, materials, equipment, and permits are included in bid pricing. Work must commence within five days of the Notice to Proceed and be completed within the timeframe specified in the Instructions to Bidders.

Award goes to the responsible bidder submitting the lowest compliant proposal, provided the bid is reasonable and in the owner's interest. The contractor must carry Comprehensive Commercial General Liability insurance with minimum limits of $300,000 per occurrence for bodily injury and $100,000 per occurrence for property damage, plus Automobile Liability at equivalent thresholds. Performance, labor and material payment, and maintenance and guarantee bonds are required. An eighteen-month warranty on all work and materials applies. Final payment is withheld until all work passes inspection and, if applicable, lead clearance requirements.

Contractors may contact homeowner Deborah Keena at 517-262-9620 to schedule a site visit; no mandatory pre-bid meeting is held. The project is governed by the City of Jackson's Contract Compliance Policy regarding equal employment opportunity and non-discrimination.
