About this opportunity
The California Department of Transportation (Caltrans) is soliciting Statements of Qualifications from qualified architectural and engineering firms to provide Structure Construction Engineering and Inspection Services for the San Francisco Oakland Bay Bridge Paint Project in District 4, San Francisco County. This Request for Qualifications seeks a prime consultant to lead a team of A&E firms in delivering comprehensive construction engineering and contract administration services, including general contract administration, change order preparation and administration, engineering support for construction claims review, and final project documentation. The project scope encompasses painting and preservation of existing steel structures on the bridge, including cleaning, painting of the superstructure, truss, deck support system, interior surfaces, box girders, miscellaneous deck and soffit repairs, and necklace light fixture upgrades. Key personnel requirements include a Consultant Contract Manager (registered professional engineer with minimum ten years' experience in structure construction engineering), Consultant Task Order Manager, Structure Representative, three to five Assistant Structure Representatives, a Transportation Engineering Technician, and a Certified Industrial Hygienist, totaling approximately 45,251 hours across the five-year contract term. Evaluation criteria include consultant and staff capability, relevant project experience, technical approach, financial stability, and organizational capacity to manage the construction engineering services. The submittal deadline for electronic SOQ submissions is 10:00 a.m. on April 17, 2026, via Novell Filr account, with questions required to be submitted no later than seven business days after RFQ advertisement (by approximately March 24, 2026); in-person interviews are scheduled for May 4, 2026, with negotiations during the week of June 8, 2026, and cost negotiations to be completed by June 23, 2026.
The contract includes mandatory participation goals requiring a five percent Disabled Veteran Business Enterprise participation goal and an encouraged twenty-five percent Small Business participation goal, with prime consultants responsible for verifying DIR registration and compliance with federal and state prevailing wage requirements. All subconsultants and vendors must be identified in the prime consultant's transmittal letter, with vendor services requiring rate sheets rather than competitive bids; subconsultants must submit A&E Conflict of Interest forms as part of the SOQ package. The solicitation requires prime consultants and all subconsultants to disclose in their transmittal letters whether they intend to use Generative Artificial Intelligence in any deliverable or work product that materially impacts state system functionality, risk, or contract performance, with failure to disclose potentially resulting in disqualification. Submittal documents must comply with ADA accessibility requirements, be formatted for printing on 8.5" by 11" paper with minimum 8-point font, and include seven mandatory sections: transmittal letter with team lists and certifications, GSA Standard Form SF330, key personnel availability tables, communication plan, workforce analysis documentation, nondiscrimination plans, and California Civil Rights Laws certifications. The estimated contract award range is $11,062,020 to $17,975,782 for a five-year term beginning with a tentative construction start of April 2026 and project completion of December 2031, with a ten percent fee for profit and escalation rates ranging from 1.71 percent in year one to 3.42 percent in subsequent years; firms selected for award must submit audited financial documents within four days of selection notification.
