About this opportunity
The Michigan Department of Transportation is soliciting bids for milling and repaving the parking lot at the Newberry Transportation Service Center located at 14113 M-28, Newberry, Michigan, with bids due July 15, 2026 at 2:00 p.m. ET (Addendum #2 updated the deadline from the original July 8 date). A mandatory pre-bid conference and site tour are scheduled for June 22, 2026 at 1:00 p.m. ET, with questions due by June 29, 2026 at 2:00 p.m. ET. Service-disabled veteran-owned businesses (SDVOB) receive a 10% pricing preference under Michigan Public Act 91 of 2005, provided they document service-connected disability and 51% or greater ownership by qualified service-disabled veterans at time of bid submission; the State does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications.
The scope includes furnishing all labor, materials, equipment, and services for removal and replacement of the bituminous parking lot. Work specifications require 1.5 inches of uniform cold milling of existing HMA surface followed by a 2-inch uniform HMA paving layer using PG 58-28 performance grade binder at 220 pounds per square yard for the top course with bond coat application. Work must be completed by September 30, 2026, with liquidated damages of $250 per calendar day for delay. Unit price schedules are available for cold milling, HMA approach, pavement markings (waterborne and preformed thermoplastic), and accessible symbols.
Bids require a 5% bid guarantee (certified check, money order, or bid bond). Performance and payment bonds are mandatory for contract awards exceeding $50,000. Prevailing wage and state project registration under 2023 PA 10 apply. Bidders over $100,000 must certify Qualified Disabled Veteran and Michigan-based business status. Electronic submission through SIGMA VSS is required, with a maximum of two attachments per file (25 MB each). Apparent low bidders are evaluated for responsiveness and responsibility and may be required to submit post-bid documentation including experience modification ratings, superintendent information, and references for three similar completed projects. Addendum #1 (issued July 1) and Addendum #2 (issued July 7) contain updated specifications and the revised bid deadline; bidders must acknowledge receipt of all addenda on the bid summary form.
