About this opportunity

The Michigan Department of Technology, Management and Budget is soliciting separate bids for playground equipment replacement at the Monroe Welcome Center and New Buffalo Welcome Center, with bids due August 12, 2026 at 2:00 p.m. and a mandatory site walkthrough on July 22, 2026. A 10% Service Disabled Veteran Owned Business (SDVOB) preference applies under Michigan Public Act 91 of 2005; businesses must document service-connected disability via DD214 or VA Rating Decision Letter, proof of 51% veteran ownership, and NVBDC certification or equivalent — Michigan does not accept federal VetCert or CVE certifications.

The scope encompasses removal of existing play equipment and safety surfacing, installation of poured-in-place rubber safety surfacing with specified color ratios, furnishing of Miracle Play equipment (We Build Fun manufacturer, approved equals permitted with submission by July 29), concrete paving, perforated drainage pipe, fencing, ornamental gates, site grading, and restoration seeding. Monroe site includes 4,513 square feet of safety surfacing, 112 square feet of concrete paving, drainage pipe installation, and optional fencing and benches. New Buffalo site includes 4,543 square feet of safety surfacing with similar site work; tree removal at New Buffalo is restricted to October 1 through March 31, 2027 for bat species protection. Both projects require prevailing wage compliance with rates current as of late 2025 through early 2026.

Bid security of 5% is required; contracts over $50,000 require performance and payment bonds. Commercial General Liability insurance ($1 million minimum), Worker's Compensation at statutory limits, and Builder's Risk at 100% replacement cost are mandated. A mandatory $20,000 contingency must be incorporated into total bid price. Mobilization costs may not exceed 4% of base bid. Contract completion for Monroe is May 28, 2027, with liquidated damages of $1,000 per day. Questions are due July 29, 2026. Bidders must submit State Project Registration proof and acknowledge all addenda by attachment to their proposal.
