About this file

This document is an informational sheet from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding the Service Disabled Veteran Owned Business (SDVOB) Preference program applicable to state contracts, including the play equipment procurement for Monroe and New Buffalo recreation facilities. The document outlines the state's commitment to businesses owned by service-disabled veterans, which qualify for a 10% pricing preference when bidding on State of Michigan projects. To claim this preference, bidders must indicate SDVOB status in their bid response and provide specific documentation: a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification to verify eligibility under certain conditions.

The SDVOB preference is available to business entities that are 51% or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated during active military, naval, or air service as outlined in 38 USC 101(16). Notably, Michigan does not pre-certify businesses as SDVOBs and does not accept federal certifications from the Center for Verification and Evaluation (CVE) database or the US Small Business Administration's VetCert program. This preference program was established under Michigan Public Act 91 of 2005, and interested veterans should reference the SDVOB Preference Fact Sheet for additional detailed information and requirements.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
