About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for professional architectural and engineering design services for roof repair and replacement at Battle Creek Air National Guard Base, with proposals due August 27, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting and site visit on August 13, 2026 at 12:00 p.m. at Building 7020.

The scope encompasses design services across five phases (Phase 300 A-1 through Phase 500 B-3), progressing from 15% concept through 100% final design for roofing systems at eight existing buildings (6900, 6901, 6911, 6913, 6917, 6922, 6923, and 7020). Proposers must conduct field investigations and site surveys to support the 15% submittal, provide site-specific repair or replacement recommendations, and prepare detailed cost estimates at each phase. Design work must comply with ANGETL 24-02 (Air National Guard Design Objectives and Procedures, Revised September 10, 2025), Unified Facilities Criteria standards, and applicable federal, state, and local regulations. Proposals should include cost support for splitting work into two separate bid packages. A mandatory $7,500 reimbursable allowance for hazardous material surveys (mold, lead, and asbestos testing) must be included. Firms must hold valid Michigan professional licenses and demonstrate experience with comparable projects.

The contract uses a billable rate not-to-exceed structure with hourly rates for professional staff and sub-consultants (sub-consultant markups capped at 5%); reimbursable expenses include printing, reproduction, soil borings, site surveys, and lab testing, with reimbursable markups not exceeding 5%. Travel exceeding 100 miles one-way is reimbursed at State of Michigan rates. Construction administration (Phases 600/700) is not required.

Proposals are evaluated 80% technical and 20% cost by an Ad Hoc Advisory Committee. Written questions are due August 19, 2026 at 2:00 p.m. ET. Contract award is anticipated in September 2026, with design work running October 2026 through June 2027. Base access requires completion of an SF Form 90 access request submitted at least five business days prior to site visits. Proposals must be submitted through SIGMA VSS. The Project Director is Josiah L. Meyers at (517) 614-7705 or meyersj11@michigan.gov.
