About this file

This is an RFP Addendum No. 03 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for the Michigan Air National Guard's roof repair project at Battle Creek Air National Guard Base. The project, identified as MBMV262012, involves repair and replacement design services for roofs across multiple buildings at the facility. The addendum clarifies 25 frequently asked questions regarding scope, design requirements, and submission procedures. The proposal due date is August 27, 2026, with Project Director Josiah Meyers overseeing the effort. The project will be divided into two separate design packages beginning with Phase 500 submissions, with Phase 300 (A1 and A2) submittals potentially consolidated for all eight buildings. Design standards will follow ANGETL 24-02 ANG Design Objectives and Procedures, with Unified Facilities Criteria (UFC) taking precedence over Michigan Building Codes and National Guard Requirements when conflicts arise.

Key clarifications include that no drones are permitted on the base for site investigation, no warranties should be assumed for existing roofing systems, and lightning protection systems must be salvaged and reinstalled per certification requirements. The proposing firm should include a $7,500 reimbursable allowance for hazardous material surveys (mold, lead, and asbestos testing), with the proposal due date extendable by one week if such surveys are included. The design should address downspout modifications only as necessary to support selected roof repair or replacement options, exclude fall protection work, and exclude downspout collection system repairs unless design changes require stormwater drainage modifications. Ice and snowmelt systems are not required unless recommended by the professional services consultant during design. National Guard Bureau review is required per ANGETL 24-02, and existing work order information for each facility will be provided upon contract award.

PROPOSAL DUE DATE:

August 27, 2026

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

Please note the following RFI responses:

1. Can we use our drone to perform site investigation on the air base? Response: No drones can be used on the base.

2. What is the existing roofing system of each roof and what manufacturer was installed on each roof? Response: Assume no warranties remain for purposes of the proposal.

3. What is the existing warranty for each roof material and when does it expire or is each roof still under warranty? Response: Not applicable. Intent is to develop project designs to be bid out

4. Are we to touch/modify/repair, design the existing lightning protection systems on each roof?

Response: Yes, the lighting protection systems will need to be salvaged, reinstalled and certified as required to allow construction of the selected roof repair or replacement option.

5. Are we to remove unused mechanical and/or electrical equipment on any sections of the roof?

Response: Yes, where determined applicable during field investigation.

6. Does the National Guard have a preferred roofing vendor that they want to use for the basis of design? Response: No.

7. Are the downspouts a part of the roof repair or are we to exclude work on downspouts?

Response: Yes, but only as required to allow construction of the selected roof repair or replacement option. This should be determined by the PSC during Phase 300 design.

8. Is the downspout collection system part of this project and need repair? We are referring to where the downspouts connect to the existing storm drainage system as part of the site civil design on base. Response: Not specifically included in scope. Only if design decisions require changes to the management of stormwater drainage.

9. Which regulations take precedence, UFCs or Michigan Building Codes or National Guard Requirements? Response: UFC’s take precedence, but all should typically be considered during design.

10. DESIGN OBJECTIVES AND PROCEDURES? When there is a conflict, which takes precedence?

Response: In general, ANGETL 24-02 requirements for design submittals take precedence.

11. There is no fall protection on any of the buildings. Does the National Guard want new fall protection designed to meet OSHA? Is this part of the SOW? Response: No, not part of the scope.

12. Please verify the AE firm, for bidding this proposal, shall assume this project is for full roof replacements of each building. Response: See clarification in addendum #2.

13. Are there as-built drawings of each roof in AutoCAD, Revit, or PDF format for the AE to use.

Response: No, there are limited as-build drawings available for these facilities.

14. Besides the provided aerial images will the State/ANG provide copies or access to Construction Drawings for all 8 buildings to the successful PSC? Response: PSC will be given access to what documents are available, but they are limited.

15. Do they expect one Phase 300 Report covering all 8 buildings. Or one report for each of the 8 Buildings? Response: The Phase 300 submittals (A1 and A2) can be single, consolidated submittals. For purposes of the proposal, please assume the package will be split into 2 separate design submittals/packages beginning with the Phase 500 (B2/100% Pre-final milestone).

16. Can we get example Phase 300 A1 and A2 ANG Roof Replacement Reports, and one Phase 400 B1 ANG Roof Replacement Pre-Design Document? Response: Refer to the submittal requirements for each milestone as detailed in the ANGETL 24-02 ANG Design Objectives and Procedures.

17. Are mold, lead, or asbestos sampling and/or testing to be included? If so, which one(s)?

Response: For planning purposes, please include a $7,500 reimbursable allowance in your Phase 300 fee proposal for hazardous material surveys.

18. If mold, lead or asbestos is to be included, can the due date be extended by 1 week to allow for pricing of those services? Response: Yes, if those surveys are included.

19. Is NGB review required? Response: Yes, per ANGETL 24-02 ANG Design Objectives and Procedures.

20. What information is required to be included in each bid package? Response: Refer to the submittal requirements for each milestone as detailed in the ANGETL 24-02 ANG Design Objectives and Procedures.

21. Are ice and snowmelt systems required? Response: No, snowmelt is not anticipated unless recommended by the PSC during design to solve a particular issue.

22. Is the expectation to repair the roofs in kind, or can repair by replacement with a different kind of roof be considered? Are there any questions about roof caps, parapet caps, SSMR valleys, SSMR screw washers/gaskets. Response: The PSC should make recommendations for repair and/or replacement for consideration by the ANG during Phase 300 after field investigation.

23. Will roof repair work order/job order requests be available to review upon contract award? Response: Yes, all existing work order information for each facility will be made available.

24. The Project Statement discusses two bid packages. There are eight buildings. Is the

DTMB looking for four buildings per package, two packages with roughly the same expected construction cost (ECC), or should the selected firm be looking at bid packages targeting a certain ECC amount or should the selected firm provide bid packages in a roof repair priority order? Response: See response #15 above.

Programming decisions will be made by the ANG during design, based on design cost estimates and priorities as determined during design. 2 separate packages are assumed for planning purposes, with no up-front assumption how many buildings will be split out in the first bid package.

25. Does the 110th have a preferred roof membrane preference? Response: No.

The proposal due date remains unchanged
