Summary: DTMB-0427 Project Statement – Battle Creek Air National Guard Base Roof Repair

This is a Project Statement issued by the State of Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Military and Veterans Affairs and the Michigan Air National Guard. The project requests professional architectural and engineering services to design repair and/or replacement of roofing systems on eight existing facilities at the Battle Creek Air National Guard Base in Battle Creek, Michigan. The scope includes five design submittal phases (Phase 300 A-1 through Phase 500 B-3) progressing from 15% through 100% final design, with each phase requiring updated detailed cost estimates. A mandatory walk-through inspection is scheduled for Thursday, August 13, 2026, at 12:00 p.m. ET at Building 7020. Proposals must be submitted through SIGMA VSS by August 27, 2026, at 2:00 p.m. ET. The contract is anticipated to be awarded in September 2026, with design work running from October 2026 through June 2027, bidding from June through September 2027, and construction beginning in October 2027. Questions must be submitted by Wednesday, August 19, 2026, at 2:00 p.m. ET to the Project Director.

The eight buildings requiring roof work are numbered 6900, 6901, 6911, 6913, 6917, 6922, 6923, and 7020. Firms must conduct site surveys and field investigations to support their 15% design submittal and provide site-specific repair or replacement recommendations. Design drawings should facilitate separation into multiple bid packages, and cost proposals must include support for splitting the work into two bid packages. Proposals should include all five phases with a total cost bid amount; phase 600/700 construction administration is not required. Base access requires completion of an access request form submitted at least five days prior to the site visit. The DMVA has not determined a construction budget. All design work must comply with ANGETL 24-02 (ANG Design Objectives and Procedures), Unified Facilities Criteria, and applicable federal, state, and local regulations and standards.
