About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration, Design and Construction Division, is requesting proposals for professional design and construction services for a semi-improved assault strip at the Alpena Combat Readiness Training Center, with proposals due July 16, 2026 at 2:00 p.m. Eastern Time. A mandatory pre-proposal meeting was held June 23, 2026; written questions were due July 9, 2026.

Bidders must be Michigan-licensed architects or engineers and submit a Certification of Michigan Based Business form along with a Responsibility Certification confirming compliance with state criminal, tax, civil rights, and business integrity standards. This is a performance-based design scope encouraging innovative, cost-effective solutions within regulatory constraints.

The scope encompasses five design and construction administration phases: Phase 300 (Schematic Design, 35%), Phase 400 (Preliminary Design, 65%), Phase 500 (Final Design, 100% pre-final and final/ready-to-advertise), Phase 600 (Construction Administration—Office Services), and Phase 700 (Construction Administration—Field Inspection Services). Deliverables include topographic surveys, utility locates, geotechnical analysis, construction drawings and specifications, detailed cost estimates formatted in MCACES MII, and bid documents. The design must comply with UFC 3-260-01, ANG ETL 24-02, Unified Facilities Criteria standards, Michigan prevailing wage requirements, stormwater pollution prevention planning per Michigan Department of Environment, Great Lakes, and Energy standards, and airfield integration ensuring zero interference with existing navigational aids and obstacle-free zones for C-130 and C-17 aircraft operations. Environmental remediation (PFAS/PFOA) testing has been completed with results provided to the selected firm.

The target construction repair cost is $2,400,000 with a Maximum Construction Cost of $3,000,000. The Base Bid must meet minimum operational requirements within $2,600,000, with separate additive bid items up to the MCC. Compensation is structured as a not-to-exceed fee based on billable hourly rates by staff classification and estimated hours per phase. Reimbursable expenses include printing, reproduction, soil borings, site surveys, laboratory testing, and travel beyond 100 miles one-way at State of Michigan rates; sub-consultant markups not to exceed 5 percent are allowed.

Evaluation criteria weight Technical Proposal at 80 percent and Cost Proposal at 20 percent. Award recommendations are expected within thirty days of the proposal due date. All A-E personnel and subcontractor employees require installation access credentials, AT Level I awareness training, background checks, and compliance with anti-terrorism and operations security requirements. RFP Addendum 03 clarifies that an A-1 submittal is not required, one in-person design review will occur on-site with subsequent meetings via Microsoft Teams, lighting and signage design is excluded, and a connection point to existing Taxiway Hotel should be included if feasible. Stormwater and erosion control plan review occurs through Alpena County.
