PROPOSAL DUE DATE:
July 16, 2026
ADDENDUM ITEMS: (attach additional sheets and drawings if required)
Please note the following RFI responses:
Q1) Please confirm that initial field evaluation and flagging of potential wetlands in the project area by a qualified wetland delineator using the criteria of the US Army Corps of Engineers Wetlands Delineation Manual, is included in the current scope of work for the topographic surveying. An EGLE Level 3 WIP or Joint Permit Application would not be included in the current scope. Should a conflict between the proposed Semi-Improved Assault Strip and any potential wetlands identified on the site during the topographic mapping and preliminary design be encountered, any scope of work addressing that conflict would be an additional service added to the scope at that time based on the evaluation, as described in ANG ETL 24-02 Section 5-
7.15.4 Wetlands/Waters.
A1) Concur with your understanding of the scope and exclusion of EGLE JPA or EGLE Level 3 WIP effort from the proposal.
Q2) Please confirm that for the scope of the current project the phrase "Provide a boundary survey and location of easements, standoffs, and security clear zones within the limits of the scope of work" (pg 38), the word "boundary" should be interpreted as "perimeter" as opposed to requiring a Michigan Public Act 132 Boundary Survey of the of the airport. The proposed area of investigation is composed of multiple parcels, it appears that no boundary lines of these parcels are near the project area.
A2) Concur with your understanding of the survey scope and exclusion of survey work outside of the base/airport controlled perimeter.
Q3) Has a current title search for easements, restriction, covenants or other encumbrances been performed?
If so will the title work be provided to the selected firm? Or should a title search of the subject property be included in the proposal cost? Is the "FAA access road" bisecting the site located in a recorded easement?
A3) Response to all questions is “no”. Title search should not be included in the proposal.
Q4) Are "standoff zones" or "security clearance zones" present in the subject project area? If so, will information defining these zones be provided so that they can be displayed on the map?
A4) This information was provided as an attachment with the original RFP. File name is “6-FY25 Dirt LZ Constraints” http://www.buy4michigan.com/
Q5) Will airport utility maps be provided to augment the field marking of underground utilities in the subject work area be provided?
A5) Yes. The requested utility map will be provided to the selected PSC.
Q6) Will information be provided defining horizontal and vertical Primary and Secondary Airport Control points in the vicinity of the work area?
A6) Yes. The CRTC maintains several existing survey control monuments with established horizontal and vertical coordinates. One of these monuments is located at the drive entrance near the drop zone. This control point can be used as the basis for tying all project survey work to the Michigan Coordinate System.
Q7) Will NEPA analysis be required? Should we include that in our proposal?
A8) It is anticipated NEPA requirements will be covered by a CATEX on an AF Form 813, completed by the CRTC. The PSC will be expected to provide verbiage to assist in the completion of the AF Form 813, but a full NEPA analysis, including an Environmental Assessment, is not required.
