About this file
This is RFP Addendum No. 03 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division, for the Alpena CRTC Semi-Improved Assault Strip construction project (TDVG242013). The project involves design and construction services for a semi-improved landing zone at the Combat Readiness Training Center in Alpena, Michigan. The proposal due date is July 16, 2026, with a project director identified as Josiah L. Meyers, P.E. The addendum clarifies thirteen key requirements and design parameters for proposers, including confirmation that an A-1 submittal is not required, that one in-person design review meeting will occur on-site at CRTC with subsequent meetings available via Microsoft Teams, and that a connection point to existing Taxiway Hotel should be included in design if feasible. Additional clarifications address the scope of work, including confirmation that lighting and signage infrastructure design is not required, airfield lighting is excluded, and FAA review will be necessary.
The addendum confirms that construction cost estimates must be submitted in MCACES MII format and that permit fees should be included as reimbursable expenses. The project will require Stormwater Pollution Prevention Plan (SWPPP) compliance and Site Erosion and Sedimentation Control (SESC) plan review through Alpena County rather than DMVA or DTMB. No existing stormwater management plan is in place at the site. PFAS/PFOA testing has been completed in a second phase of remedial investigation with no hot spots identified in the proposed work area; existing testing results will be provided to the selected Professional Services Corporation. The facility utility plan is available in PDF format with CAD files to be provided to the selected firm. The proposal due date remains unchanged as of the addendum issuance on July 13, 2026.

PROPOSAL DUE DATE:
July 16, 2026
ADDENDUM ITEMS: (attach additional sheets and drawings if required)
Please note the following RFI responses:
Q1) Is the construction cost estimate required to be in MCACES MII format?
A1) Yes
Q2) Can it be confirmed that an A-1 submittal is not required for this proposal? ANGETL 24-02 would require an A-1 submittal so this approach would deviate from ANG Design Objectives and Procedures. Additionally, an A-1 submittal may be beneficial to determine the appropriate specific location of the ALZ Runway thresholds.
A2) Confirmed, an A-1 submittal is not required.
Q3) Regarding review meetings and their respective location, should it be assumed that onsite review meetings would be required after each submittal? Onsite meetings in lieu of virtual meetings affect the cost proposal so a clarification would be appreciated.
A3) Assume a minimum of 1 design review meeting will be in person, on site at the CRTC. Other design review meetings can be accomplished via Microsoft Teams.
Q4) During the site visit it was mentioned that a connection “tow way” from the ALZ location to the existing Taxiway Hotel may be beneficial if an aircraft had a maintenance issue on the ALZ as it would provide a way to recover the aircraft. Should design effort for this be included in the proposal?
A4) Yes, one connection point to an existing taxiway should be included in the design if deemed feasible during the Phase 300 Schematic Design phase (A-2 design submittal).
Q5) Can it be confirmed that airfield lighting and signage infrastructure and the respective A/E design effort is not required for the ALZ?
A5) Confirmed, no lighting and signage are required in the design
Q6) Are permit allowances or other allowances to be included in the proposal price?
A6) Yes, any required permit fees should be included as reimbursable expenses.

Q7) Are there any concerns or existing testing on PFAS at the proposed site?
A7) CRTC is complete with second phase of PFAS/PFOA remedial investigation. No hot spots have been found in the proposed area of work. Existing testing results will be made available to the selected PSC.
Q8) Will a FFA review or submittal be necessary for the proposed site?
A8) Yes. Assume yes FAA will need to review.
Q9) Will approvals and/or aeronautical survey be required for the proposed approach zone?
A9) Assume “No”. Full aeronautical survey is not expected. Landing zone for military aircraft only and not expected to be instrumented.
Q10) Will the SESC be administered through the DMVA or will a separate review be required?
A10) SESC plan review and permitting is through Alpena County (not DMVA or DTMB).
Q11) Will a SWPPP be required for the proposed site?
A11) Yes
Q12) Is there an existing stormwater management plan at the proposed site?
A12) No
Q13) Is there an existing facility utility plan?
A14) Yes, a PDF is attached. CAD files are available and will be provided to the selected PSC.
