About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting design-build proposals for roof repair and modification at Building 370 of Alpena Combat Readiness Training Center (a Department of Military and Veterans Affairs Air National Guard facility located at 5884 A Street, Alpena, Michigan), with proposals due July 16, 2026 at 2:00 p.m. ET and a mandatory pre-proposal conference and site tour on June 23, 2026 at 11:00 a.m. ET. A Qualified Disabled Veteran-owned (QDV) business preference allowing a 10% deduction from QDV bids for evaluation purposes applies; bidders claiming QDV status must provide proof of service-connected disability and business ownership. A Michigan-based business certification is required for bids exceeding $100,000.

The scope encompasses design and construction to repair damaged roof areas, remove and replace roof troughs and gutters, repair and reseal concrete masonry unit (CMU) walls and joints, install heated drip edge, and provide metal flashing and sealant systems. The base bid includes PMMA/PMA (ALSAN SYSTEM) membrane assembly over insulation and metal deck, with substitution of 60 mil EPDM membrane roof with 20-year warranty permitted as an acceptable alternative for Roof A. Add-Alternate #1 provides painting of exterior CMU walls with Sherwin Williams Loxon XP Masonry Coating; Add-Alternate #2 offers 90 mil EPDM membrane roof with 30-year warranty. Unit pricing is required for CMU wall cleaning and sealing, saw-cutting and repointing, and metal flashing installation. The contracting officer is Steven A. Stocking at Selfridge ANG Base, Minnesota. Project Director Josiah L. Meyers coordinates the pre-proposal meeting and requires Entry Access List forms submitted at least seven days before the site tour; prospective bidders must also complete contractor access entry and background security procedures.

The contract is structured as not-to-exceed compensation with separate line items for design services, construction labor and subcontractors, general conditions, overhead and profit (as a percentage), and management. Contract completion is 60 calendar days from Notice-to-Proceed, with liquidated damages of $500 per calendar day for delays beyond Substantial Completion. A 5% bid guarantee is required; performance and payment bonds are mandatory for contracts exceeding $50,000. Bids remain valid for 60 calendar days after opening. Prevailing wage requirements apply, with Davis-Bacon Act compliance required if federal funding is used. Questions are due July 9, 2026 at 2:00 p.m. ET. Proof of State Project Registration from the Department of Labor and Economic Opportunity and submission through SIGMA VSS electronic system (maximum two attachments, each under 25 MB) are required. The Government occupies the building Monday through Friday 6:30 a.m. to 4:00 p.m.; work during unoccupied hours requires 48-hour advance approval from the Contracting Officer and is performed at no additional cost.
