About this file

This Request for Proposal Addendum No. 01, issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, addresses modifications to a solicitation for roof repair services at Building 370 of the Alpena Combat Readiness Training Center, a Military and Veterans Affairs Air National Guard facility. The project (TDVG192724) encompasses design and construction work including roof repair and replacement, removal and replacement of roof troughs and gutters, repair and resealing of concrete masonry unit (CMU) walls and joints, installation of heated drip edge, and provision of metal flashing and sealant systems. Bidders were required to attend a mandatory pre-proposal conference, with proposals due electronically through the SIGMA Vendor VSS portal on July 16, 2026, at 2:00 p.m. Eastern Time. The contract completion date is 60 calendar days from award. The addendum introduces revised bid schedules and two new add-alternates: Alternate #1 for painting exterior CMU walls and Alternate #2 for providing a 90 mil EPDM membrane roof with a 30-year warranty. Additionally, the addendum approves substitution of a 60 mil EPDM membrane roof system with a 20-year warranty as an acceptable replacement for the base-bid PPMA coating system on roof "A."

The bid structure requires bidders to submit not-to-exceed pricing broken down into design services, construction labor and subcontractors, general conditions, overhead and profit, and management fees, with specified cash and provisional allowances included in the construction line item. A five percent bid guarantee is required with all bids, and both performance and payment bonds are mandatory for contracts exceeding $50,000. Builders risk insurance must be provided by the contractor. The solicitation contains set-asides for Qualified Disabled Veteran-owned and Michigan-based businesses, with bidders required to certify compliance with these provisions upon submission. Unit prices are required for specific line items including CMU wall cleaning and sealing, saw-cutting and repointing, and metal flashing installation. No substitutions or "or equal" proposals are permitted after bid opening except as provided in the general conditions.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

1) Revised bid schedule attached, including new add-alternates #1 and #2.

2) Mandatory pre-proposal meeting sign-in sheet attached.

3) Please note the following RFI response:

Q1) In lieu of the PPMA coating system proposed on the drawings provided for roof "A", We recommend a single ply EPDM membrane system to better suit this roof. Is it acceptable to substitute this system with a Black 90 mil EPDM membrane total system with a 30 YR warranty? We could also reduce this system to a 60 mil EPDM 20yr warranty if cost would be an issue. Please advise.

A1) 60 mil EPDM membrane roof with a 20-year warranty is accepted as a replacement for the base-bid PPMA coting on roof “A”. Add-alternate #2 is added to the bid schedule to provide a 90 mil EPDM membrane roof with a 30-year warranty.

-Proposal due date remains unchanged-
