About this opportunity
The State of Michigan Department of Technology, Management and Budget is procuring roofing repair and replacement services for Building 125 (Collins Center) at Alpena Combat Readiness Training Center in Alpena, Michigan. The scope of work encompasses complete removal and replacement of approximately 8,773 square feet of existing metal roofing, flashing, fascia, rakes, soffits, and ridge/hip/valley trims, along with installation of a new standing seam metal roof system with high-temperature underlayment. The project includes replacement of gable end wall louvers, installation of new Greenheck Model ESD-603 outside air louvers (7,560 CFM per side), and optional removal and replacement of metal trim and fascia at a drive-through canopy (Bid Alternate #1). Three cash allowances are included for roof insulation replacement (up to 20 percent of roof area), metal deck repairs (up to 10 percent of roof area), and gable end wood wall sheathing deterioration ($10,000). Prospective contractors must attend a mandatory pre-bid conference and building tour on May 11, 2026 at 10:00 a.m. at the project site and submit an Entry Access List form to Project Director Josiah Meyers at MeyersJ11@michigan.gov at least 10 days prior. Bids are due June 3, 2026 at 2:00 p.m. Eastern time via the SIGMA VSS website, with questions accepted until 5:00 p.m. Eastern on May 25, 2026. The contract completion timeline is 90 calendar days from Notice-to-Proceed, with liquidated damages of $250 per calendar day for delays beyond substantial completion. Evaluation criteria include bid responsiveness and contractor responsibility based on compliance with specifications, financial resources, technical capabilities, experience, past performance, insurance and bonding capacity, and business integrity. A 5% bid security is required, with performance and payment bonds required for bids exceeding $50,000.
Service-Disabled Veteran-Owned Business (SDVOB) entities are eligible for a 10% pricing preference on this procurement under Michigan Public Act 91 of 2005, provided they submit required documentation including proof of service-connected disability (DD214, VA Rating Decision Letter, or NVBDC certification) and proof of 51% or greater ownership by one or more service-disabled veterans. For bids exceeding $100,000, contractors must complete a Michigan Based Business Certification. The project is located on a closed military installation operated by the Michigan Air National Guard, requiring all contractor personnel to complete criminal history background checks and obtain security clearance through submission of personnel rosters to Security Forces. The project is being managed by Sidock Group, Inc. (757 S. Wisconsin Ave., Gaylord, Michigan 49735; phone: (989) 705-8400).
