About this file
This is an informational document from the State of Michigan Department of Technology, Management, and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program, which applies to state procurement contracts including the Alpena CRTC roof repair project. The document outlines the state's commitment to service-disabled veterans by offering eligible businesses a 10% pricing preference when bidding on State of Michigan contracts. To claim this preference, bidders must submit documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability through either a DD214 or VA Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility, though the state does not pre-certify businesses as SDVOBs and does not recognize federal CVE database or SBA VetCert designations.
The SDVOB preference defines a service-connected disability as one incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16), and qualifies a business entity that is 51 percent or more owned by one or more service-disabled veterans. This preference program is established under Michigan Public Act 91 of 2005 and applies to all eligible State of Michigan contract opportunities. The document serves as guidance for vendors interested in pursuing the preference on projects such as the roof repair work at Alpena CRTC Building 125, ensuring veterans with service-connected disabilities have a competitive advantage in the state procurement process.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
