About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division, on behalf of the Department of Military and Veterans Affairs (DMVA), is procuring construction services for the Construction of PT (Physical Training) Sidewalk project at Camp Grayling Annual Training Site in Grayling, Michigan, located in Crawford County. The scope of work involves constructing approximately one mile of sidewalk infrastructure along a running track, including a six-foot-wide ADA-compliant concrete sidewalk with light-duty four-inch concrete pavement sections, heavy-duty six-inch bituminous asphalt patches matching existing cross-sections, ADA-compliant sidewalk ramps with detectable warning plates, curb and gutter installation, crosswalk striping with white twelve-inch markings spaced six feet on center, mile-marker painted designations at quarter-mile intervals, and installation of eight Ashton benches with recycled plastic cedar seating and powder-coated Lexington green metal finish. The contractor must pothole all existing utilities to verify locations, assume full liability for utility protection with minimum two-foot separation from existing utility poles and electrical transformer protection, manage all excavated soil on-site with maximum four-to-one slopes, implement sediment control measures, and restore all disturbed non-pavement areas with native topsoil, seed, fertilizer, and mulch approved by DMVA. Required qualifications include the ability to comply with Davis-Bacon Act prevailing wage requirements, executive order wage mandates, and paid sick leave provisions. The project must be completed within 90 calendar days from the Notice-to-Proceed. The mandatory pre-bid conference is scheduled for August 19, 2024, at 10:30 a.m. ET at Camp Grayling Building 30, with optional remote participation via Microsoft Teams. Questions must be submitted by August 23, 2024, at 5:00 p.m. ET to Todd Ockaskis at tockaskis@paradigmae.com. Bids are due electronically through the SIGMA VSS website by September 4, 2024, at 2:00 p.m. ET, with bids remaining valid for 60 calendar days after opening. Apparent low bidders must submit post-bid submittals including Experience Modification Rating information, proposed project superintendent details, and a list of at least three completed similar projects within the last three years. A unit price schedule is included for additional track placement at a rate per 30 linear feet, with quantity to be coordinated with the Owner after unit price establishment.
The procurement includes a 10 percent preference applied to qualified disabled veteran (QDV) bidders, with the State reserving the right to award the contract to the responsive and responsible best value bidder. Bidders must complete certifications regarding QDV status and Michigan-Based Business status, with QDV applicants required to submit supporting documentation including DD214, proof of 51 percent ownership, and proof of service-connected disability. A five percent bid guarantee is required in the form of a certified check, cashier's check, money order, or bid bond payable to the State of Michigan. Performance and payment bonds are required for all contracts exceeding $50,000. Liquidated damages are assessed at $250.00 per calendar day for delays beyond the contract completion date. The contract documents reference Paradigm Design Engineers and Architects (415 Leonard Street NW, Suite 200, Grand Rapids, Michigan 49504) as the design consultant, with Senior Project Architect Todd Ockaskis, AIA, LEED AP serving as the primary contact. The pre-bid meeting attendance roster indicates significant market interest, with nine construction contractors and subcontractors attending, including Anlaan Corporation, Walton Contracting, Freedom Construction and Consulting, North Country Contracting, Ripman Construction, Cadence Construction, and QDV Construction, demonstrating a competitive bidding environment. No specific budget or award value is disclosed in the procurement documents; however, the project scope and 90-day completion schedule suggest a substantial construction contract subject to prevailing wage requirements and federal Davis-Bacon Act compliance.
