About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is soliciting competitive sealed bids for the replacement of backup generators at Building 490 of the Alpena Combat Readiness Training Center (CRTC) in Alpena, Michigan, on behalf of the Department of Military and Veterans Affairs. The base bid scope includes the removal of existing generators and installation of one replacement 80-kilowatt generator at the existing location and one new 20-kilowatt generator at a new location, along with replacement of automatic transfer switches, new diesel generators with associated 625-gallon sub-base fuel tanks, underground raceways buried 36 inches below grade, surge protective devices, security fencing for diesel fuel refilling access, and load bank testing capabilities using specified Cummins equipment and Aftron portable load bank units. An optional Add Alternate #1 includes similar generator replacement work at Building 335, which would add two weeks to the contract timeline if awarded. The mandatory pre-bid walk-through inspection is scheduled for Monday, May 11, 2026, at 11:30 a.m. at Building 490, with prospective contractors required to submit a completed Entry Access List (EAL) form to Project Director Josiah Meyers at least five days prior to the site visit. Bid responses must be submitted electronically through SIGMA VSS no later than June 3, 2026, at 2:00 p.m. Eastern time, with a maximum of two attachments and a required 5% bid security. The base contract period is 30 weeks, with an additional two weeks if Alternate 1 is awarded, and liquidated damages are assessed at $250 per calendar day for delays beyond the completion date. Questions must be submitted by email to Mike Iott at the Sidock Group, Inc. no later than 5:00 p.m. Eastern on Monday, May 25, 2026. All bids must remain open for acceptance for a minimum of 60 calendar days after the bid opening date.
The procurement is open to all qualified contractors; however, bidders are encouraged to indicate Service Disabled Veteran Owned Business (SDVOB) status to claim a 10% pricing preference if they meet eligibility requirements, which include providing proof of service and discharge, evidence of service-connected disability, and documentation of 51% or greater ownership by one or more service-disabled veterans. Bidders may alternatively submit National Veterans Business Development Council (NVBDC) certification to verify SDVOB eligibility. Since the contract is estimated to exceed $50,000, performance and payment bonds are mandatory, and the project is federally funded, requiring compliance with Davis-Bacon Act prevailing wage requirements and federal provisions including equal employment opportunity and anti-lobbying certifications. Contractors must also complete certifications for Qualified Disabled Veteran status and Michigan-based business status if applicable, obtain all necessary permits, comply with security requirements for the military installation, and maintain dust control measures. The contract deliverables include full installation and testing of generators with all associated equipment and the submission of closeout documentation including DD Form 1354 for real property data and hazardous materials identification forms. While specific award values are not disclosed in the procurement documents, the estimated contract value exceeds $50,000 based on bonding requirements.
