About this file
This is an informational document from the State of Michigan's Department of Technology, Management & Budget (DTMB) regarding the Service Disabled Veteran Owned Business (SDVOB) preference program. The document outlines Michigan's commitment to service-disabled veterans by providing eligible businesses with a 10% pricing preference when bidding on State of Michigan contracts. To claim the SDVOB preference, bidders must indicate their SDVOB status in their bid response and provide specific documentation: a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability through a DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, businesses may submit a National Veterans Business Development Council (NVBDC) certification to verify eligibility, subject to certain conditions. The State of Michigan does not provide pre-certification of SDVOB businesses and does not accept federal CVE database listings or SBA VetCert certifications.
The SDVOB preference defines service-connected disability as a disability incurred or aggravated during active military, naval, or air service as specified in 38 USC 101(16), and requires that a qualified business be 51 percent or more owned by one or more veterans with a service-connected disability. This preference mechanism is established under Michigan Public Act 91 of 2005 and applies across State of Michigan procurement activities. Detailed information regarding the SDVOB preference program is available through the DTMB's Procurement Contract Connect webpage and the SDVOB Preference Fact Sheet.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
