About this opportunity

Letcher County Fiscal Court is requesting bids for demolition services supporting a disaster-related property acquisition and demolition project across twelve properties in Seco, Jenkins, and Whitesburg, Kentucky, with bids due June 11, 2026 at 9:00 AM ET and award scheduled for the Fiscal Court meeting on June 15 at 10:00 AM.

The Fiscal Court actively encourages submissions from women, minority, and veteran-owned businesses. Affirmative steps under 2 CFR 200.321 apply to all tiers of contracting, requiring bidders to take all necessary measures to ensure qualified minority businesses, women-owned enterprises, and labor surplus area firms participate in solicitation and contracting.

Scope includes site preparation, structure stripping, demolition, utility management, septic system decommissioning, well closure, debris disposal, and site restoration with grading and seeding across twelve potential properties. All demolition costs, including disposal, transportation, and tipping fees, are the contractor's responsibility and must be included in the bid amount. Awards are made on a per-property basis with no quantity guarantees; structures may be reassigned or removed from the program. The contractor must schedule site visits no later than fourteen days after written notice to proceed, begin work within thirty days, and complete within sixty days of receiving notice to proceed. The contract term extends until project completion.

Contractors must submit a bid bond or cashier's check equal to ten percent of the total bid amount, proof of liability and workers' compensation insurance, and active System for Award Management registration. Commercial General Liability coverage must be $2 million aggregate and $1 million per occurrence; Comprehensive Automobile Liability $1 million combined single limit; and Worker's Compensation with employer's liability $1 million per occurrence. Worker's Compensation policies must include a 30-day cancellation notice to the County.

The selected contractor has fourteen days from contract issuance to sign and return the agreement or faces contract withdrawal and reassignment. Invoices require detailed documentation including before and after photographs with GPS coordinates and dates, disposal manifests with facility signatures, and hazardous material handling evidence; approval is contingent upon Buyout Team walkthrough verification. Invoices are due by the first of each month with all corrections required by the second Friday to avoid payment delays.

Bids must be submitted through the DFS Procurement Portal. Bidders must also execute a Non-Collusion Declaration, Drug-Free Workplace Affidavit, and Certification Regarding Lobbying under federal requirements.
