About this file

This is a Certification Regarding Lobbying form associated with Letcher County Fiscal Court's invitation for bid on demolition services in Kentucky. The form serves as a required federal compliance document for contractors participating in the disaster-related property acquisition and demolition project (Round 8). The certification must be submitted as a prerequisite to contract award and applies to all tiers of subcontractors and subrecipients involved in the project.

The certification requires the contractor to affirm that no federally appropriated funds have been or will be used to influence federal agency officials, members of Congress, or congressional employees in connection with the contract award. If non-federal funds are used for lobbying purposes, the contractor must submit Standard Form-LLL disclosing such activities. Contractors are obligated to include identical certification language in all subaward documents and require subrecipients to certify accordingly. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 per violation, and the certification is subject to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements.
