About this opportunity

Broward County is seeking to establish an open-end/indefinite quantity contract for the purchase and on-site delivery of 5-gallon purified water bottles and rental of water dispensers for the Broward County Judiciary Complex, three satellite courthouses, and other county agencies. The solicitation requires vendors to provide transparent, high-density plastic 5-gallon water bottles and standalone water dispensers capable of dispensing chilled (43°F) and hot (203°F) water. Approximately 150 bottles will be delivered weekly, with specific delivery schedules for the Main Judicial Complex (every Friday at 8:30 AM) and satellite courthouses (every two weeks at 10:00 AM). Vendors must provide ENERGY STAR-rated dispensers with removable drip trays and commit to replacing malfunctioning units within 48 hours. All solicitation responses must be submitted electronically through BPRO by December 22, 2025, with questions to be submitted through the platform by the designated questions due date. The evaluation will focus on the lowest responsive and responsible bidder, with the initial contract period beginning on the award date or December 1, 2025, and continuing for one year, with potential for up to four additional one-year renewals.

The county offers procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE), administered by the Office of Economic and Small Business Development (OESBD). Certified SBEs or CBEs within ten percent of the lowest bid may have the opportunity to match the lowest bid, while in proposal scenarios, those scoring within five percent of the highest-ranked non-certified proposer may be elevated to negotiation status. Vendors must comply with various certification requirements, including the Domestic Partnership Act Certification, Anti-Human Trafficking Affidavit, and Location Certification. Comprehensive insurance requirements are mandatory, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($500,000), Workers' Compensation, and additional specialized coverages. While no specific budget range is explicitly stated, the contract will be an open-end/indefinite quantity arrangement, allowing the county flexibility in ordering water and dispenser services as needed across multiple county agencies and court locations.
