About this opportunity

Park City Municipal Corporation is soliciting statements of qualifications for environmental oversight, monitoring, sampling, and Utah Division of Environmental Response and Remediation Voluntary Cleanup Program document development for a 5-acre site at the intersection of Kearns Boulevard and Bonanza Drive in Park City, Utah, with SOQs due September 11, 2026 at 5:00 p.m.

Respondents must be authorized to do business in Utah at contract execution; those located within Park City limits must maintain a valid Park City business license. Respondents are explicitly prohibited from submitting price or cost information — any SOQ containing pricing will be deemed unresponsive and removed from consideration. This is a qualifications-based selection.

The scope requires environmental oversight and monitoring throughout remedial activities; development of a Remedial Action Plan, Quality Assurance Project Plan, Site Management Plan, and Environmental Covenant; air monitoring; periodic site visits for regulatory compliance; and a potential construction mitigation plan addressing Park City's Landscaping and Maintenance of Soil Cover Ordinance. The Phase II ESA identified metals-impacted fill soils (arsenic to 528 mg/kg, lead to 15,700 mg/kg, mercury to 286 mg/kg) and potential groundwater contamination; approximately 28,178 cubic yards of contaminated fill soil require remediation. The applicant must designate a state-certified laboratory for split sample analysis and address contamination beneath building foundations and an inaccessible 40-year-old oil-water separator from the former auto repair shop. Redevelopment will include over 100 housing units, a daycare center, recreational facilities, commercial space, and underground parking. Remedial activities are anticipated to begin Summer 2027.

The selection committee evaluates respondents on direct VCP experience (15%), understanding of work (15%), experience with similar projects (20%), project team qualifications and ability to measure risk (20%), and approach to schedule and critical path (30%). SOQs are limited to 12 pages including resumes. The committee may conduct interviews with highest-ranked respondents. Final selection requires City Council approval if the contract exceeds $100,000. Questions are due September 3, 2026 at 5:00 p.m. Respondents must enter into PCMC's standard Professional Services Agreement and submit any requested changes to standard terms, indemnification, or insurance provisions by the September 11 deadline. All SOQs remain valid for 90 days after submission.
