About this file

This is a Request for Statements of Qualifications (RSOQ) issued by Park City Municipal Corporation (PCMC) in Utah for environmental oversight and Voluntary Cleanup Program (VCP) document development services for a 5-acre site located at the intersection of Kearns Boulevard and Bonanza Drive in Park City, Utah. The project requires qualified respondents to provide environmental oversight, monitoring, and sampling activities; develop regulatory documents including remedial action plans, quality assurance plans, site management plans, and environmental covenants; conduct air monitoring throughout the project; perform periodic site visits to ensure compliance with local and state rules; and potentially develop a construction mitigation plan addressing Park City's Landscaping and Maintenance of Soil Cover Ordinance. The site was previously used for commercial purposes including a gas station, auto repair shop, dental and medical offices, church, and grocery store, and is planned for redevelopment with over 100 housing units, a daycare center, recreational facilities, commercial space, and underground parking. A Phase II Environmental Site Assessment identified contaminated soil and possible groundwater contamination. Statements of qualifications are due by 5:00 p.m. on Friday, September 11, 2026, with the RSOQ available beginning August 14, 2026, through Utah Public Procurement Place (U3P). The City anticipates beginning remedial activities in Summer 2027. Respondents must submit questions in writing by 5:00 p.m. on Friday, September 3, 2026. SOQs must be limited to 12 pages including resumes and related experience profiles. The selection committee will evaluate respondents based on direct experience with Voluntary Cleanup Programs (15 percent), understanding of work to be completed (15 percent), experience and success with similar projects (20 percent), experience and qualifications of the project team and ability to measure risk (20 percent), and approach to project schedule and critical path items (30 percent). The selection committee may conduct interviews with highest-ranked respondents, and final selection is subject to City Council approval if the contract exceeds $100,000 in aggregate cost.

Respondents are explicitly prohibited from submitting price or cost information; any SOQ containing pricing will be deemed unresponsive and removed from consideration. No pricing terms, set asides, or incumbents are addressed in this solicitation. The project was initially pursued with federal brownfield grant funding, which was unsuccessful; however, PCMC intends to remain enrolled in DERR's VCP and complete program requirements during redevelopment using local funding. The City has already completed a Phase II ESA and initial DERR review, and anticipates that no additional site characterization sampling will be necessary to close out the project. Respondents are required to enter into PCMC's standard Professional Services Agreement, with any requested changes to standard terms, indemnification, or insurance provisions to be submitted no later than the September 11, 2026 deadline. Respondents must be authorized to do business in Utah at contract execution, and those located within Park City limits must maintain a valid Park City business license. All SOQs will remain valid for 90 days after submission. PCMC reserves the right to reject any or all SOQs, modify RSOQ terms, and waive informalities or technicalities when in the best interest of the City.

I. Introduction.

PCMC is engaged in a public-private partnership to develop a 5-acre property within the City. The site was formally used for a variety of commercial uses including a gas station, auto repair shop, dentist office, medical offices, church and grocery store. The proposed development could include over 100 units of housing, a daycare center, outdoor recreational facilities, 30,000 square feet of commercial space, and underground parking.

The City conducted a Phase II ESA (attached as Exhibit A) which identified several feet of contaminated soil on the property in addition to possible groundwater contamination.

In anticipation of receiving federal brownfield grants, the City enrolled in DERR’s VCP and has fully characterized the site. While funding applications were unsuccessful, the City intends to stay enrolled in the VCP and complete the requirements of a VCP during redevelopment.

II. Scope of Project.

The scope of this project includes development of regulatory required documents as part of the VCP program. Documents will include a remedial action plan, quality assurance plan, site management plans, environmental covenant and possibly a risk assessment. It is anticipated that no additional site characterization sampling will be necessary to close out the project.

In addition to the VCP documents, the selected Respondent will need to also provide air monitoring throughout the project and conduct periodic site visits to ensure compliance with local and state rules and potentially develop a construction mitigation plan that addresses requirements found in Park City’s local Landscaping and Maintenance of Soil Cover Ordinance.

Respondents will need to demonstrate a clear ability to deliver these services in a timely manner, as the City intends to start the redevelopment project during the Summer of 2027.

The City has completed an initial review with DERR (attached as Exhibit B).

III. Contents of SOQ and Evaluation Criteria.

a. Contents of SOQ

SOQs will be evaluated on the criteria listed below. SOQs are limited to 12 pages including resumes and related experience profiles. Respondents should describe their experience with VCPs, writing Remedial Action Plans, Site Management Plans, and Environmental Covenants taking into account regulatory requirements from DERR and any applicable local laws.
