About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, in partnership with the Department of Health and Human Services, is soliciting professional architectural and engineering services for Bay Pines Center in Escanaba, Michigan. This Request for Proposals (RFP) seeks qualified consultants to provide Phase 500 (Final Design), Phase 600 (Construction Administration - Office Services), and Phase 700 (Construction Administration - Field Services) for a comprehensive facility upgrade project with an associated construction budget of $3.3 million. The scope of work encompasses three primary objectives: separating the fire suppression system from the HVAC/boiler hydronic system, replacing a 180 KW emergency generator that has reached the end of its useful life, and replacing the existing pod public address (PA) system with two-way communication capability between the pod desk and resident rooms. Additional deliverables include smoke detector review and compliance upgrades integrated into the new fire suppression system; replacement of existing furniture in all resident bedrooms with detention-grade anti-ligature furniture and polished/sealed concrete flooring; wall painting; window replacements using low-VOC materials; evaluation of up to three PA system options with cost and analysis; and automatic transfer switch (ATS) replacement as part of the generator upgrade. Proposers must be Michigan-licensed professionals and must submit detailed compensation information including hourly billing rates for all personnel and phases, with sub-consultant mark-ups not exceeding 5 percent, along with a Certification of Michigan Based Business and a Responsibility Certification form. Proposals will be evaluated 80 percent on the Technical Proposal and 20 percent on the Cost Proposal, with specific requirements including design development with construction estimates at 50%, 90%, 99%, and 100% completion stages and virtual design review meetings at these same milestones. The mandatory pre-proposal meeting and facility walkthrough is scheduled for June 11, 2025, at 10:30 a.m. Eastern Time at 2524 N. 30th Street, Escanaba, Michigan; written questions must be submitted by June 18, 2025, at 12:00 p.m. Eastern Time; and proposals are due on June 26, 2025, at 2:00 p.m. Eastern Time through the State of Michigan Procurement System (SIGMA VSS), with contract award recommendation expected within thirty days following the proposal deadline.
The RFP does not specify any particular set-aside designations for disadvantaged enterprises or restrictions on organization types, though all proposing firms must meet Michigan professional licensure requirements and may be required to undergo Central Registry and I-Chat background checks due to the facility's secure perimeter designation. No incumbent vendors or current contractors are identified in the procurement documents. The existing infrastructure requiring integration includes a comprehensive hydronic water treatment and distribution system serving multiple building zones with dedicated outdoor air supply (DOAS-1) and building management system (BMS) controls, an existing emergency generator configuration that may be evaluated for potential incorporation, existing spot-type smoke detectors requiring replacement, and an existing two-way public address console system. Reimbursable costs are clearly defined and include hazardous material testing and removal specification ($10,000), LARA plan review ($1,000), and BFS plan review and coordination ($1,000), with proposers responsible for detailing any additional reimbursables deemed necessary. The project budget is set at $3.3 million for construction costs, with professional services compensation structured as a not-to-exceed fee using billable-rate professional services based on hourly rates for all personnel, and reimbursable expenses including travel costs exceeding 100 miles one-way from the professional firm's office based on State of Michigan travel rates. The facility will remain operational throughout all phases, requiring coordination to minimize disruptions to daily operations, with construction administration services assuming bi-weekly progress meetings alternating between on-site and virtual formats and on-site inspections occurring approximately once every two weeks.
