About this file

This is Addendum No. 1 to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division for professional services at Bay Pines Center in Escanaba, Michigan. The project involves design and construction services for generator, HVAC, and fire suppression system upgrades with an associated construction budget of $3.3 million. The scope of work has been expanded to include: smoke detector review and compliance upgrades integrated into the new fire suppression system; replacement of existing furniture in all resident bedrooms with detention-grade anti-ligature furniture and polished/sealed concrete flooring; wall painting; window replacements in specified bedrooms and common areas using low-VOC materials; evaluation of up to three PA system options with the associated cost and analysis included as Phase 400 scope; review and evaluation of existing generators for potential incorporation; and ATS (automatic transfer switch) replacement as part of the generator upgrade. The proposal due date is June 26, 2025, and a pre-proposal meeting/walkthrough was held with an attendance list provided as an attachment.

The RFP specifies that professional services consultants (PSCs) shall base their proposals on the $3.3 million construction budget and assume minimal interruptions to the facility's fire system, with the option to remove and reinstall ceilings if necessary to achieve operational continuity. The facility prioritizes maintaining PA system functionality for front office announcements and requests evaluation of paging options including a reference estimate from Prudential Alarm valued at $116,753.30 for information purposes only. Technical documentation provided includes the Ahern fire inspection report dated January 8, 2025, which identified deficiencies including three non-functional spot-type smoke detectors (1D003, 1D011, and 1D085) requiring replacement due to age and intermittent troubles, along with electrical one-line diagrams, current architectural CADD files, floor plan markups indicating painting and flooring upgrade locations, and window replacement locations. The selected PSC will receive updated architectural CADD files and must review and confirm the accuracy of all provided files.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

1) Pre-Proposal Meeting attendance of firms eligible to submit a proposal is attached.

2) PSC’s shall assume a construction Budget of 3.3 Million for this project.

3) PSC’s shall add the following scope to the project-PSC’s shall review the existing smoke detectors for operation and compliance and shall incorporate upgrades or replacements into the new fire suppression system as required. The Ahern inspection report is included and the BFS fire inspection report from Bays Pines DCWL License renewal will be provided to the selected PSC if unavailable prior to the proposal deadline.

4) PSC’s shall add the following scope to the project-All resident bedrooms will have the existing furniture replaced with new detention grade anti ligature furniture some of the furniture will be purchased by the owner and then coordinated during the project for installation. The existing floors will be finished with polished/sealed concrete in each resident’s room and the walls shall be painted.

In addition several common area floors will be revised to polished concrete as well. Windows in the bedrooms as well as some common are windows will also be replaced see attachment Bay Pines Windows for locations. Additionally floors and walls in the common spaces listed on the attached markup will also be painted and revised to sealed polished concrete. See the attachment “Bay Pines Flooring” for locations.

6) The facility would like to have the PA system functional for announcements from the front office as reviewed on the walkthrough. The facility would like up to three options to be researched for consideration as the basis of design for the PA system. Please add phase 400 scope for time spent evaluating paging options. The paging system estimate from Prudential Alarm is provided for information only.

7) Please add the time spent reviewing/evaluating the potential existing generators for possible incorporation as Phase 400 scope.

8) ATS replacement will need to be included as part of the generator/replacement upgrade scope. The electrical one line for the site is included.

9) The most up to date Architectural CADD Files will be provided to the selected PSC along with any additional CADD files the facility has on record. Question: Did the detector(s) pass the functional test? No

Tech Notes: 1D003, 1D011 and 1D085 did not pass functional test. Ahern to provide quote for replacement. Due to age of detectors and continuous intermittent troubles it is recommended that detectors be updated from obsolete devices.

Deficiency Authority NFPA 72 Section: Table 14.4.2.2 14g 1

Smoke detectors/smoke alarms shall be tested in place to ensure smoke entry into the sensing chamber and an alarm response. Testing with smoke or listed aerosol, acceptable to the manufacturer of the aerosol or the manufacturer of the smoke detector/smoke alarm and identified in their published instructions, shall be permitted as acceptable test methods. Other methods listed in the manufacturer's published instructions that ensure smoke entry from the protected area, through the vents, into the sensing chamber shall be permitted. Any of the following tests shall be performed to ensure that each smoke detector is within its listed and marked sensitivity range: (1)Calibrated test method (2)Manufacturer's calibrated sensitivity test instrument (3)Listed control equipment arranged for the purpose (4)Smoke detector/control unit arrangement whereby the detector causes a signal at the control unit when its sensitivity is outside its listed sensitivity range (5)Oher calibrated sensitivity test method approved by the AHJ.
