About this opportunity
The North Carolina Department of Public Safety's Division of Emergency Management (NCEM) is soliciting bids for acquisition and demolition construction services on four Hazard Mitigation Grant Program (HMGP) projects, with bids due November 16, 2026 at 2:00 PM EST. Only vendors prequalified under RFPQ 19-RFPQ-2327812727-TMM or 19-RFPQ-1653309857-GSX may bid under Invitation for Bid #19-IFB-2448869336-RMT.
The four projects are 4827-0051 (Town of Belhaven), 4827-0118 (Jones County), 4827-0172 (Dare County), and 4827-0200 (Dare and Jones County). Property locations named in the bid worksheets include 342 Broad Street in Belhaven, 110 Hudson Street and 113 Barrus Street in Pollocksville, 23233 Sea Oats Drive in Rodanthe, and 106 West Lakeview and 213 South Market Street in Trenton. Acquisition work includes owner notification, title searches, appraisals, offers to purchase, and closing. Demolition work includes permits, utility disconnection, asbestos and lead inspection, structure demolition, debris removal, and site restoration. Vendors must complete the bid worksheet without modifying formulas or line items, and noncompliance is grounds for rejection.
Pricing must be a firm fixed price inclusive of labor, materials, transportation, overhead, and profit. Projects of $30,000 and above require itemized pricing, while projects under $30,000 will have composite pricing negotiated between the vendor and NCEM. Projects exceeding $500,000 require formal sealed bids under North Carolina General Statutes 143-129. The initial contract term is two years from final execution, with one optional one-year renewal at the State's option. Vendors must begin work within 14 business days of the effective date, complete demolition within 90 days of closing, and submit a project timeframe in calendar days from Notice to Proceed through Substantial Completion, which the worksheets identify as a key evaluation factor. Vendors must furnish 100 percent performance and payment bonds at the pre-construction conference, and must be registered with the North Carolina Secretary of State and the System for Award Management (SAM) before award.
Written questions are due November 9, 2026. No site visits or property entry are permitted before bid submission. Bids open publicly via Microsoft Teams. The work is funded through FEMA HMGP and subject to 2 C.F.R. Part 200, 44 C.F.R., OSHA standards, Davis-Bacon wage requirements, and the Byrd Anti-Lobbying Amendment. Contract terms include weekly progress reports, potential liquidated damages, and retainage.
