About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Michigan Department of Corrections (MDOC), is requesting proposals for professional engineering and design services for HVAC repairs at the Women's Huron Valley Correctional Facility (WHVCF) in Ypsilanti, with proposals due October 22, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting on October 5, 2026 at 10:30 a.m.

The scope encompasses comprehensive HVAC system repairs and mechanical/electrical work at the Calhoun and Dickinson buildings, which have exceeded their anticipated service life. Work spans seven phases: Phase 100 (study/evaluation), Phase 300 (schematic design), Phase 400 (preliminary design), Phase 500 (final design), Phase 600 (construction administration — office services), and Phase 700 (construction administration — field services). The scope includes a mandatory BASS Controls upgrade per RFP Addendum 1, issued October 7, 2026. Existing mechanical and electrical drawings are available for Dickinson; Calhoun facility drawings are not currently available. Contractors must comply with all applicable federal, state, and local codes administered by EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA.

Compensation is structured on a not-to-exceed billable hourly rate basis, with the proposal including total project costs for all phases as the bid amount. Professional staff must be licensed to practice in Michigan. Evaluation criteria weight technical proposals at 80 percent and cost proposals at 20 percent. Contractors must submit a Certification of Michigan Based Business form and a Responsibility Certification confirming no criminal convictions, tax delinquencies, debarment, or contract terminations for cause within three years. Vendors must submit LEIN (criminal history check) requests five business days prior to the pre-proposal meeting. Questions are due October 14, 2026 at 2:00 p.m. Eastern. The desired schedule targets contract award in November 2026, design completion by February 2027, construction contract award in March 2027, and construction start in April 2027.
